Jacobs is seeking a Technical Consultant with an active TS/SCI Poly in the Columbia, MD area. Duties will include:

Provide professional IT analysis, design, software development, software integration, monitoring, integration, testing, and troubleshooting

Provide system engineering support, program management, project control, process improvement, report generation, scheduling and financial management

Create computer engineering project management diagrams

Plan, track and monitor projects and program schedules

Develop and implement computer engineering work flows and processes

Create, manage, and track mission tasks and activities

Develop and test software applications

Provide market and product surveys, product evaluation, analysis, and testing

Interact with product vendors

Manage other Technical Consultants

SME for NSA's Corporate Authorization Service (CASPORT); Scattered Castles, the DoD Joint Personnel Adjudication System (JPAS), NSA's Public Key Infrastructure (PKI), and the NSA Government Cloud (Access IT)

Consult with multi-agency Identity, Authorization, and Authentication (IAA) initiatives

Coordinate, task, and gather information from various organizations to assist with agency audits



Basic Qualifications:

BS degree in a computer or system science discipline from an accredited college or university and ten (10) to fourteen (14) years of progressive, relevant experience, or an MS degree in a computer or system science discipline and eight (8) to twelve (12) years of progressive experience, or a Ph.D. degree in a computer or system science discipline and four (4) to seven (7) years of progressive experience.

Requires demonstrated technical expertise in engineering systems design and analysis.

12 years of Technical Consulting experience; An additional 4 years of Technical Consulting experience may be substituted for the degree for a total of 16 years

4 years work experience in the SIGINT, IA, or IT domains.

Active TS/SCI with current polygraph

Desired Qualifications:

5 years experience developing, configuring, troubleshooting, monitoring and testing TIBCO EMS capabilities.

3 years SIGINT spin cycle planning, reporting, requirements process and the integration and test process.

3 years experience in development and management and tracking SIGINT requirements.

3 years experience evaluating messaging products which include market and product surveys, product test and evaluation, and vendor interaction.

5 years experience with four of the following skills: Redmine, Java, Visio, Operational support, Enterprise architecting of messaging capabilities, VERITAS clustering Services, Linux failover software, and knowledge of Enterprise application hosting platforms and SIGINT Mission Data Centers.

Engineer Services in order to perform data exchange between operating nodes, as well as developing attribute values for the Access Value Mission Framework and the Data Dictionary

Provide weekly updates to Senior Management

Ability to brief senior leadership as required

Experience with GOVCLOUD and C2S environments

Essential Job Functions

Physical Requirements: Most work will be done at a desk or computer.

Work Environment: General Office environment. The work environment is fast-paced and sometimes involves extreme deadline pressures. The nature of the work requires a high degree of teamwork and cooperation with other members of the staff as well as individuals across the Company and Customers.

Equipment & Machines: General office equipment including PC/laptop, Fax, Copiers, Shredder, Printers, Telephone, and other miscellaneous office equipment.

Attendance: Attendance is critical at all times. Must be able to work a 40-hour workweek, normally Monday through Friday. However, times and days may vary depending on business requirements. Needs to be available to work overtime during critical peaks and be available to meet last minute requests for overtime should the situation occur.

Must be able to communicate effectively both verbally and in writing

Must be well-organized with the ability to coordinate and prioritize multiple tasks simultaneously. Must work well under pressure to meet deadline requirements. Must be willing to travel as needed. Must take and pass a drug test and background check as well as a motor vehicle records check. Must be a US citizen.
