This is a temporary position with an expected Period of Performance end date of mid December 2017. Primary functions of the Senior Telecommunications Manager will be in support of the Joint Strike Fighter program (JSF). Responsibilities will include but are not limited to: Supporting the test of new and emerging technologies with connectivity and telecom circuits Supporting Remote work configurations Ensuring telecommunications is secure, reliable and adequate to support the remote worker Providing telecommunication expertise for COOP Plans The selected candidate should have: Minimum of five (5) years experience with traditional and VoIP systems design, implementations, support, monitoring, and security Hands-on experience with design and implementations of structured cabling systems including punch downs, configuration and testing of voice transmission facilities, and testing of cabling systems Experience voice transmission mechanisms including TCP/IP, Sonet, DS-3, ISDN and T1 Knowledge of industry standard VOIP technologies including SIP, H.323, G.711, G.729, TCP/IP, DHCP, SNMP, TFTP, IEEE 802.3 family, QoS, and CoS Experience with unified communications including presence, unified messaging, web-conferencing, and video conferencing Demonstrated experience supporting within the last five (5) years in an IP-based enterprise network environment as a network engineer, architect, analyst, project manager and/or technical specialist Direct experience and proficiency with Cisco technology - routers, switches, firewalls, VOIP Demonstrated experience within WAN/LAN systems engineering, configuration, analysis, implementation, and troubleshooting skills Good communication and presentation skills Ability to listen, understand and translate client requirements Ability to effectively manage conflict, and affect adequate solutions Strategic planning skills, organizational skills, operating skills, and strong leadership Must be knowledgeable in best practices and the use of IT methodologies Must be able to lead projects on varying scales, and work with technical teams on all levels and disciplines Must understand business processes and have the ability to thoroughly understand the technology to address client's requirements Anticipated travel up to 25% This position requires a minimum of a Bachelor's Degree in Computer Science, Computer Information Systems, Engineering or a related field and (10) ten years of progressive related experience. Required Certifications: A Department of Defense IAT Level III recognized certification is required. If the selected candidate has an IAT Level II certification, a 60 day grace period may be granted to obtain the Level III certification. Desired Certifications: CCNA or CCNP and MCITP or MCTS. Requires sitting at a computer terminal for long periods of time. Must be able to lift up to 15 lbs Equipment and Machines This position requires the ability to operate a personal computer, a telephone, copier, and other general office equipment. The ability to conduct an evaluation state of the art computer hardware and software and its ability to support specific requirements which will be interfacing with systems in an enterprise environment. Attendance Attendance is critical at all times. Needs to be available to work overtime during critical peaks and be available to meet last minute requests for overtime should the situation occur. Work hours are normally 8 hours per day and 5 days per week, Monday through Friday. Being prompt is important to provide continuous and on-going service to customers. Attendance is important to maintain continuity of service. Work outside of normal duty hours may be required with as little as one hour advance notice. Overtime is infrequent, but important when required. Other Essential Functions Must be able to communicate effectively, both verbally and in writing. Must be able to interface with individuals at all levels of the organization. Must be able to obtain unescorted access to work areas. Grooming and dress Must have good communication skills, shows tact, effective listening skills, follow through and anticipates questions while being prepared with answers or follow-up. Grooming and dress must be appropriate for the position and must not impose a safety risk/hazard to the employee or others. Must put forward a professional behavior that enhances productivity and promotes teamwork and cooperation. Must be able to interface with individuals at all levels of the organization both verbally and in writing. Must be well-organized with the ability to coordinate and prioritize multiple tasks simultaneously. Must work well under pressure to meet deadline requirements. Must be willing to travel as needed. IAT Level III certification is required in accordance with DoD 8570.01M Information Assurance Workforce Improvement Program. The minimum of an interim Secret level DoD security clearance is required.
