Position Overview:

ECS is planning for a large scale expansion which includes significant capital investment in both the existing fiber optic backbone network as well as extension of the network to reach a higher volume of locations and customers.  The volume and complexity of work for the Outside Plant (OSP) network projects and customer driven projects for SCE’s telecommunications business warrants an individual who can oversee and develop the long-term business plans, objectives and initiatives for the OSP Design, Planning and Project Management organization to ensure the success of the expansion plan.

This position will be responsible for managing a team of OSP Planners, and Project Managers who are responsible for the cost estimating, route design and planning, and project management of all fiber projects for ECS’s commercial telecommunications business across the entire 50,000 square-mile area spanning Southern California.   This position will also oversee the Project Managers responsible for the pre-construction activities for the Wireless Site Infrastructure Leasing Business overseeing new site development, and modification and maintenance work utilizing utility assets and infrastructure across the entire SCE service territory. 

Typical Responsibilities:

Provide leadership, direction, and oversight in the OSP Design & Planning area in order to execute a portfolio of fiber projects required to meet service delivery interval/commitments for network fiber builds, and commercial customer projects.

Provide leadership, direction, and oversight in the Project Management area which includes both the fiber optic projects and the Wireless infrastructure projects which includes new sites, and modifications/maintenance projects to meet project milestones, maintain project scope, schedule and within budget.

Interacts with over 40 other wholesale customers and new enterprise customers.

Lead the development of a Planning & Design Manual to document and standardize processes, systems and tools specific to the ECS commercial fiber business.

Ensure estimating processes/tools are in line with ECS’ commercial pricing strategies.

Oversee and approve construction work packages for SCE crews and or/external construction contractors for all fiber projects.

Ensure ECS is integrated with SCE systems tools where necessary to ensure compliance (Pole loading, deteriorated pole notifications, etc.)

Ensure all documentation is complete in supporting the Accounting department in closing work orders within specified timelines at the completion of projects.

Provide management and contractual oversight and direction to 4 Engineering/Design contractors (Unit PO’s and Competitive Bids) to ensure projects are managed within schedule and cost targets.   

Identify and manage resolution of all issues impacting the ability of ECS to deliver services to external customers on schedule. 

Manage the critical shared service relationships required for the Project Management work in ECS including but not limited to Real Properties, Environmental,  T&D Permitting, T&D Distribution, Transmission Telecom, Transmission Engineering, Substation Maintenance, IT Grid Services to ensure ECS can deliver on a significant growth in throughput of orders. 

Lead or represent ECS on other projects ensuring consistency and operational excellence in Estimating, Planning and Design across the service territory, including the documentation of all processes and standards as it relates to ECS Planning and Design & Project Management.

Ensure that ECS is compliant with all SCE safety and compliance requirements as it relates to pole attachments and loadings, use of underground power conduits, GO95, GO128, and SCE Underground Civil standards, and safe work practices.

Ensure that ECS is compliant with SCE requirements for wireless attachments on Transmission Towers, and cell sites on ROWs, substation property and other SCE facilities.

Manages and leads the organization through significant change.  Hires and maintains the appropriate talent and capabilities to ensure organizational performance and to implement the organizational design initiatives in support of the fiber expansion plan.  ','!*!Minimum Qualifications:

Five (5) years management or supervisory experience combined in a design, planning, operations, project management or commercial business organization involving experience with communication cable or electric distribution, transmission, transmission telecommunications design and planning. 

Experience in both overhead and underground design and planning work for SCE or related.

Experience identifying customer and business problems and development of plans to address identified problems.

Experience overseeing a large volume of projects with critical in-service dates. 

Desired Qualifications:

Bachelor Degree in Engineering, Business, Construction Management or other technical discipline or an equivalent combination of education, training, and experience.

Master’s Degree in Engineering, Business or Management.

A minimum of seven (7) years of management or supervisory experience in design and planning, in SCE’s Transmission, Distribution or Transmission Telecommunications organization.

Working knowledge of and experience with various communications systems and architectures including fiber optic network technology.

Experience with SCE tools, processes, requirements and systems.


The primary work location for this position is Pomona, CA; however, the successful candidate will be responsible for the entire SCE territory and may need to visit sites within the SCE territory.
