Job Description:

The Manager, Security Programs & Compliance designs, implements and maintains programs on behalf of the Global Security Division that have significant security content and that are essential for Corning to achieve its mission and meet its regulatory obligations.

RESPONSIBILITIES

• Administer and oversee all company activities to comply with the Chemical Facility Anti-Terrorism Standard (CFATS) promulgated by the U.S. Department of Homeland Security and any counterpart international regulations.

• Administer and oversee program requirements to comply with the Customs Trade Partnership against Terrorism (CT-PAT) Standard promulgated by the United States Customs and Border Protection (CBP) agency and any counterpart international conventions (e.g. NEEF-Mexico). Represent Corning Global Security as a sitting representative to the Global Supply Management, Supply Chain Security Council.

• Administer and oversee compliance with requirements associated with the Special Program Access Requirements (SPAR) Program, which addresses enhanced security procedures for Corning organizations that are involved in highly confidential customer R&D activities.

• Act as the division’s SME and primary Point of Contact for all matters related to compliance with Corning’s policies and procedures regarding data privacy including, initial completion and subsequent updates of Privacy Impact Assessments filed in relation to the division’s systems and business processes.

• Oversee the maintenance and continuous update of the division’s portfolio of company and divisional policies, procedures and standards, ensuring that these documents are current and have been reviewed / approved as appropriate, by the division’s SMEs and leadership.

• As required, provide program management leadership to develop a programmatic approach for a variety of security risks to the Corning enterprise.

• Establish and oversee activities that provide assurance to division leadership that the division’s policy responsibilities and internal procedural requirements are being met. Working with the division’s performance excellence function, provides leadership and support for improvement efforts where needed.

• Direct and/or oversee the regular assessment of Corning locations for compliance with internal security standards, including the Corning Physical Security Standard. Assure the documentation of results, including remediation of deficiencies and opportunities for performance improvement.

• Prepare reports, analyses and other documents as requested to communicate program compliance and related activities.

• Participate in external security forums and continuing education programs to stay abreast of trends and industry best practices.

• Demonstrates strong competence with respect to research, change management, synthesizing information, common office productivity software and applications (e.g. Xcel, Word, PowerPoint); is able to act as a “Subject Matter Expert” in assigned programs. Is able to keep technically current, apply new acquired knowledge and effectively transfer new knowledge to others.

• Possesses organizational agility and curiosity. Is always ready and willing to research and master a new topic or problem set. Can demonstrate creativity in developing counter-measures or solutions.
