Database Engineer


• As a recognized authority, defines database/portal organization, standards, controls, procedures, and documentation of domain.

• Provides consultation support to all Portal customers on the use of commercial and proprietary software programs associated with mission data management and dissemination of information, including readiness of mission operations.

• Improves, designs, and implements, within a .NET framework and SQL databases, automated tools for all Portal customers.

• Manages Portal user accounts.

• Reviews proposed changes to assess impact to Portal reliability and readiness and ensures economic and efficient availability of data within appropriate safeguards.

• Improves expertise in use of automated tools for overall portal design and implementation. Ensures that documentation is complete and up-to-date. Improves procedures relating to underlying databases and application security, including procedures by which access is authorized, enabled, changed, and withdrawn.

• Improves the reliability, user-interface, speed, and storage capability of the Portal.

• Improves procedures for periodic database backup.

• Applies advanced technical knowledge to solve unusually complex in working on intelligence systems unique to US military and DoD operations.

• Conducts analyses, design, code, testing, and documentation of enhancements to existing software baselines running on complex intelligence systems in support of US military operations.

• Performs a variety of software engineering duties, including benchmarking, testing, and validation of software changes and quality control of Portal software.

• Performs in-depth studies, trend evaluations, statistical analysis, and computer hardware/software vendor evaluations relating to supported or future systems and architectures, as required by the customer.

• Provides day-to-day reports and records relating to the above, as well as maintaining and updating all portal software programs, including Government developed and commercially procured programs.

• Immediately deployable to worldwide locations, in potentially hazardous work environments, to perform quick reaction technical support to US Forces.


• Requires Bachelor’s degree in either a Computer Science discipline or English Literature/Fine Arts discipline or similar equivalent with six-to-nine years’ related experience performing portal- or Web-based development applications in a Department of Defense or Intelligence Systems environment.

• A minimum of six years’ experience in Web and/or portal improvement projects in a Department of Defense or Intelligence Support operations.

• In-depth experience leading full lifecycle software improvement to include requirements analysis, software design, and maintenance in time-sensitive, mission readiness environment.

• Project management experience creating system and subsystem design, preliminary and detailed design, design implementation, and system integration and testing for all Portal/database applications.

• Experience participating in software requirements review, preliminary and critical design, integration readiness review, and software acceptance review.

• Experience as technical lead for new and existing Portal efforts. Involvement in business activities to include briefing customers on database/portal capabilities. Provides experienced technical consulting in the definition, design, and creation of a database or portal environment.

• Experience advising applications improvement staff and users on Portal solutions to business problems to include review of data architectures, database management system facilities and capabilities, and the operation and tuning of the INSCOM Portal and underlying databases.

• Supports program management office in technical role. Interacts with senior customer personnel on significant technical matters, often requiring coordinated activity across organizational lines.

• A minimum three years’ experience in system-level programming in the UNIX or Windows operating systems; programming experience within a .NET framework and classic ASP applications; and good working knowledge of Microsoft SQL databases, Visual Studio, and SourceSafe.

• Command of fluent English.


US citizenship and a TS security clearance with SSBI with eligibility for SCI indoctrination (DCID 6/4), unless specifically waived by the KO/COR.
