The Regional Construction Manager Fiber Based Networks (“RCMFBN”) is responsible for administering and coordinating field-based fiber based construction activities within a defined geographic region.  The incumbent will be focused on improving accountability and efficiency to maximize revenue through process improvement, timeline adherence and overall successful implementations of construction initiatives for all fiber based project elements.  The RCMFBN will be responsible for budget control of all construction expenditures within the assigned region(s).  The RCMFBN will work to continually improve engineering and construction standards and share lessons learned with the organization.  The RCMFBN will be responsible for staff development and training of senior construction manager and construction managers.  The RCMFBN is responsible for assuring safety, quality and high client service to internal and external constituents and ensuring consistent communication to all key stakeholders.','!*!ESSENTIAL DUTIES:

Successfully manage all assigned projects and meet corporate, customer and property owner expectations.

Implement and monitor reporting methods for multiple contractors and construction managers.

Provide effective problem resolutions to facilitate faster project deliveries and improved working relationships between the client/customer and field team.  Troubleshoot, negotiate and mediate client or subcontractor problems or complaints that arise at site level.

Work with Director of Construction to develop construction management techniques and innovations that improve organization's processes and overall capabilities.

Proactively identify potential risk issues and collaborate with Director of Construction to develop a preventative action plan to address them; work directly with stakeholders to avoid negative results.

Ensure consistent and continuous compliance by all employees and vendors with safety and regulatory requirements, standards and protocols.

Oversee and coordinate with assigned construction managers statements of work and bid packages for construction of fiber based networks projects with assigned region(s).  Ensure accurate and timely submittal of projected cost- to- complete for monthly work in progress reports.

Provide input to fiber based networks designs to minimize cost and maximize investment and operational efficiencies.

Support internal operations for assigned projects in order to insure proper handoff and compliance to standards

Minimize construction costs without compromising safety, system quality or operational impact

Ensure proper use of capital expenditures by ensuring adherence to design standards and ensuring compliance to Master Service Agreements with installation contractors.  Seek creative ways to minimize cost, without compromising safety or system quality or operational impact, through understanding of specific site conditions and circumstances

Evaluate new product methods and techniques to achieve maximum cost savings while maintaining operational goals.

Act as representative in meetings to develop and nurture client relationships by identifying requirements and anticipating and resolving problems

Proactively pursue carrier development opportunities by utilizing online training resources and attending seminars offered by technical training and equipment vendors

Prepare reports and presentations describing activity, project status and presentations for management meetings and business reviews

SUPERVISORY RESPONSIBILITIES:

Manage a remote team of Senior Construction Managers and Construction Managers

Create strong collaborative team environment.

Recruit, develop and retain staff, partnering with Senior Management, Recruiting and Human Resources.  This includes on-boarding and orientation for new hires.

Provide disciplined performance management for team.  Define and communicate annual goals, perform formal and informal performance reviews, and ensure changes and updates are communicated in a timely and professional manner.

Proactively identify and resolve personnel issues in conjunction with Human Resources

QUALIFICATIONS:

Strong relationship-development skills resulting in long term, mutually beneficial client relationships.

Self-motivated; able to work independently to complete tasks and respond to department requests and to collaborate with others to utilize their resources and knowledge to identify quality solutions.

Strong organization, planning and project management skills; ability to prioritize tasks for self and team to meet requirements and deadlines.

Ability to identify key contacts for follow up; excellent ability to communicate project and status updates to team and cross-functionally to ensure understanding.

Ability to analyze cost reasonableness to effectively influence decision making in key negotiations.

Understanding of commercial construction methods and practices in order to determine impact on cost and schedule.

Current experience with distributed antenna system (“DAS”) construction, deployment and maintenance.

Knowledgeable of industry construction standards for deployment of DAS

Operational expertise in the area of fiber and fiber testing and monitoring

Proficient Microsoft Office Suite knowledge

EDUCATION AND EXPERIENCE:

Bachelor’s degree in engineering or construction management preferred

At least five years experience in DAS project execution and construction project management

Project Manager certification preferred

At least 10 years experience in building construction processes and methods, including electrical, mechanical, fire protection and general contracting

Building Industry Consultants Services Inc (BISCI) certification, preferred

Understanding of NESC

ENVIRONMENT:

Approximately 60% performed in climate-controlled internal office environment working under normal office conditions.  Approximately 60% travel may be required in support of the position’s responsibilities.

While performing the duties of this job, the employee is regularly required to sit, stand, walk, use hands and fingers to feel and handle, reach with arms and hands, talk and hear.  While performing the duties of this job, the employee frequently is required to stoop, kneel and crouch, lift weight or exert a force up to a maximum of 25 pounds.
