 Refining Inspector

 

The Refining Inspector monitors the welding and mechanical tasks performed by the contractor and maintenance personnel in order to ensure compliance to all applicable codes and standards. The Refining Inspector reports to the Refining Inspection Supervisor.

 

Primary Responsibilities                                                                                          

MECHANICAL INTEGRITY

 

Recommends the requirements for random sampling and testing of materials and equipment.

*Performs the recommended random sampling and testing of materials and equipment per plan.

  *Performs all necessary baseline inspections and records the information appropriately.

SAFETY (H.E.S.S.)

 

*Performs field safety audits to review safe work practices and identify unsafe situations.

  *Regularly attends Division, Department, Group and/or contractor safety meetings in order to reinforce inspection and repair safe work practices.

  *Completes all required safety and regulatory training requirements. 

  *Participates in the monthly Inspection Group SIP meeting. 

 

 

*Supports all environmental regulatory requirements and assures construction and refining unit operations are not in violation.

REGULATORY

 

*Reviews and approves all radiographic and NDT services as required by code and Corporate specifications.

  *Audits internal quality control programs for fixed equipment as defined by the Mechanical Integrity Program in order to ensure that it is properly implemented.

  *Prepares data for responses to State and Federal OSHA audits, as required.

  *Participates in the Division’s Tier I, II, and III audits, as required.

 

PLANNING

 

*Helps integrate Turnaround Planning and Capitol Work Planning jobs that involve inspection.

  *Identifies the inspections that are to be performed by contracted QA/QC personnel.

  *Reviews the Inspection Test Plans for contractor work scopes.

  *Works with the appropriate project engineers and contractor supervision in order to maintain a current knowledge of each specific work scope, including job expectations and scope changes and how these affect the inspection process and performance of the inspections.

 

PERSONNEL

 

*Works with Engineering to audit new construction work in order to ensure that quality control programs are properly implemented.

  *Qualify in-house welders as required

 

COST CONTROL

 

*Recommends QA support for capital projects, periodically as required

OTHER

 

*Periodically collects weld reports and weld maps for hourly personnel and contractors, records the information, and updates the applicable database, as required.

  *Updates the computer-based information on quality control programs, as required.

  *Witness new construction, as required.

  *Maintains communication with the Area Inspectors, Inspection Coordinators, and Inspection Engineers, as required by each project or step within a project.

Computer skills:

*Basic computer skills are required which include, but are not limited to:  MS Word, MS Excel, MS PowerPoint, and MS Outlook.

*Intermediate user techniques and knowledge are required for Meridium, in particular those items related to inspection data entry and review.

*Moderate levels of navigation and user skills in the following computer programs are required: the Marathon R.E.D. Site, SAP, KMS, PI Process Book, and Document Librarian.

Certifications:

*Required to maintain industry certification which includes:

*AWS Certified Welding Inspector and/or VT ASNT SNT-TC-1A certification *API 510 (Fixed Equipment Inspection Code) certified inspector *Level II NDT technician in UT thickness and RT interpretation

 

 

*Certifications which are required to be maintained depending on Area assignment include:

*API 570 (Piping Inspection Code) certified inspector *National Board Owner-User Inspectors Commission *API 653 (Tank Inspection and Repair) certified inspector

*Other recommended certifications are as follows, but not limited to:

*Professional Engineer (if the individual is a degreed engineer) *API 571 (API Supplemental Inspection Certification Damage Mechanism) *API 577 (API Supplemental Inspection Certification for Welding and Metallurgy) *API 580 (API Supplemental Inspection Certification Risk Based Inspection) *API 936 (Refractory Personnel Certification) certified inspector *API TES (Tank Entry Supervisor) *Level I IR (infrared) Thermography) Inspection certification *Level II NDT technician in MT and/or PT
