This is a working Manager/supervisory role. Works directly for the Materials Manager and has 2 - 3 direct reports. Currently there is one Senior Buyer and one Technical Buyer on staff. Drives supplier development, negotiates long term agreements and monitors/maintains proprietary or other agreements with suppliers. Audits purchasing PO packages for completeness and accuracy, works in conjunction with others to maintain purchasing system compliance requirements in a government/military contracting environment.

Performs internal auditing of purchasing function to meet the requirements for a government certified purchasing system. Maintains purchasing policy manual and trains department on compliance needs, verifies PO packages and documents support standalone audits. Supports audits with accounting group and other external entities. Oversight on creating SDB plan and auditing the plan to drive improvements to customer goals, monitors reporting requirements and interacts with business development/contracts personnel for new and existing reporting requirements.

Leads weekly department meetings for purchasing. Partners with quality/production/engineering/facility/etc. personnel to ensure expedited needs are being tracked and actively worked by the buyers to support program needs. Collaborates with planners to align service needs for programs as required. Works with Material Manager to alleviate/minimize material issues that may impact the production schedule.

Leads effort to source new suppliers and development of existing supply base. Negotiates long term agreements with suppliers. Works with engineering personnel to ensure configured documents are available and at the correct revision level for supplier quotes or ongoing existing product needs. Interfaces with QA personnel to track and monitor supplier performance. Leads SCAR events with suppliers.

Analyzes data from SAP and updates metrics for PDPR, ACE, standard factory, departmental needs and shares results with leadership. Lead and participate on Kaizen events to improve upon purchasing and line back logistics. Document SW for purchasing functions. Update SJI/SPI's, etc., and other configured documents in an ongoing manner. Negotiate, capture and track purchasing opportunities for cost savings for the business. Work with accounting and FSS groups in reducing BQ rates against PO's.

Strong analytical skills - detail oriented. Ability to work well with others and partner successfully with cross-functional peers in the best interests of the business. Ability to communicate clearly in a timely manner. Mentor buyers and work with others to improve upon existing practices. Open to new ideas and willing to trial them in a test environment and share knowledge gained from these experiences. Analyze data for historical purposes and provide total cost analysis over time and suggest opportunities for reducing spend where applicable and present cost saving initiatives to leadership.

Qualification:

Minimum 10 years of purchasing eperience in government (FAR/DFAR/CPS) manufacturing environment.

Minimum 5 years of supervisory experience in purchasing function.

Proficiency in SAP required.

(ISM) Purchasing certification preferred

Strong computer skills - proficient with Excel statistical analysis programs

Additional certifications/training in U.S. government/DoD acquisitons/purchasing areas

Previous experience with establishing and monitoring of long term agreements with suppliers

Experience with requirements for Certified Purchasing systems is strongly preferred

Experience with supplier development or continuous improvement

Education:

Minimum Bachelors degree in business, management, accounting or similar discipline - Master degree preferred.
