The Property Management Specialist assists with routine operations and administration of government furnished equipment (GFE) and contractor furnished equipment (CFE) to include consumable and non-expendable property and supplies as required.

Principal Accountabilities

Oversees and requests, receives, stores, issues, tracks, and expedites, GFE/CFE and GFP/CFP to include consumable and non-expendable property and supplies as required 

Prepares hand receipt accountability and reconciliation of TDA for GFE/CFE and GFP/CFP property, in accordance with the appropriate technical manuals 

Performs various inventories as required

Complies with requirements and standards of the appropriate technical manuals and company DOPs

Supports / participates in the Company Continuous Improvement Process (CIP) and QA Program

Mentors and assists with on-the-job training and cross-training

Participates in training and cross-training sessions as required or necessary

Complies with all Company rules, policies and procedures

Complies with all safety, environmental and quality standards and applicable COPs and DOPs

Writes performance evaluation comments and reports when places in a control/ assignment directive role

Provides for accountability and proper care of all GFE / CFE

Favorably interacts with internal / external customers

Performs clean-up duties and polices the areas as assigned

May be required, on an as needed basis, to assist to perform functions in alternate areas of the project

Performs other duties as assigned

Knowledge & Skills

Field of Expertise: Proper accountability and management

Must be experienced in computer and other general office equipment usage

Must be familiar with general Office Automation Systems

Must be able to demonstrate knowledge and experience in the Army’s computerized supply system (ULLS-S4 and PBUSE)

Must be able to be licensed to operate material handling equipment (up to 6 K lifts)

Must understand and be able to use technical manuals and comply with Army regulations

Must be customer service oriented

Must be able to demonstrate knowledge and experience in the use of information provided in PBUSE automated systems

Must be able to speak, read and write English fluently

Must be able to be trained to operate ULLS-S4 and PBUSE

Knowledge of MS Word, Excel, Access PowerPoint and OTAC

Experience & Education

Two (2) years progressive experience in the Army Property Accountability System equivalent to 30 months on active duty as a 92Y or equivalent experience as a DA civilian or in DA property management experience for a civilian contractor

Relevant experience must include at least four (4) months experience in their current position

Supervisory experience not required but is a desirable attribute

High school diploma or equivalent (GED)

Physical Requirements/Working Environment

Works under stressful circumstances and meets shorts suspense dates

Must be free of medical restriction/ limitations that prevent the performance of required duties and/ or prevent the wearing and utilization of Personal Protective Equipment (PPE)

Must be physically capable of performing the work in conditions of extreme temperatures, low humidity, rain and blowing sand and dust

Employees shall utilize all proper lifting procedures and practices associated with all lifting and material handling tasks that are assigned and associated with this job description

May be required to work on uncommon hours of duty, extended hours, nights, weekends, and holidays

Must possess a valid state driver’s license and be able to obtain a military operator’s permit for each type of vehicle or equipment required to operate

Must be able to meet CMF criteria in accordance with DA PAM 611-21 and AR 601-210','!*!
