Project Controls Manager - US Expat - Tel Aviv, Israel




To manage the Project Controls on a Data Center project in Israel and have a hand in transforming tomorrow.

As the Project Controls Manager, you will have substantial experience in the subject areas of project controls, estimating, planning/scheduling, earned value control, cost control, and change control. You will be responsible for maintaining and updating the program schedule. You will also work with program stakeholders to gather input, validate schedule activities and update the status of ongoing activities. The Project Controls Manager will also provide schedule reports to the program manager, clients and stakeholders, track and report program costs and prepare budget forecasts based on program schedule. The Project Controls Manager will:

Serve as a thought-leader and technical expert in cost control, planning/scheduling, and estimating.

Successfully manage the relationships between the project controls functions—estimating, planning/scheduling, cost control, and risk management—for a project or program.

Contribute to the interpretation of the proposal or project contract. Develop and execute the strategy and plan for project control activities that support the overall proposal strategy or project requirements. Identify risk areas and recommend mitigation plans.

Establish and effectively leverage cross-discipline relationships within the business group to facilitate project controls.

Understand emerging business/industry trends and the implications of these trends on cost control, planning/scheduling, and estimating.

Provide cost control, planning/scheduling, and estimating leadership on strategic initiatives within a business group. Advise and counsel in areas of expertise.

Review and contribute to the interpretation of the request for proposal or project contract. Help identify risk areas and participate in mitigation planning.

Create, implement, and execute proper controls to proactively support, monitor, and communicate budget, actual status, and forecast costs, labor hours and quantities for business group and cross-business group projects.

Lead the management of cost and quantities on projects and assist with risk management. Develop and execute systems of control to manage the most critical measures and provide timely feedback to project and business group management.

Be familiar with Monte-Carlo simulation techniques and analyze risk to forecast contingencies. Implement contingency management.

Develop, publish, and promote the use of change control procedures. With the project team, follow through on the procedures to recover all costs not specifically defined by the contract.

Establish and maintain a work process that identifies and quantifies project cost trends. Take direct action to either include trends in the forecast or develop a mitigation program with the project team.

Provide consistency between cost control, planning/scheduling, and earned value control. Analyze performance data to forecast labor hours.

Supervise the development and issuance of timely cost control reports. Prepare and issue cost control analysis narratives including recommendations for corrective actions that are used by business group management and project teams to manage the work.

Define and advise the project team to take specific actions to effectively manage cash flow.

Supervise the development, approval, and issuance of client and internal status reports that effectively communicate cost status and trends. Motivate the project team to define corrective actions for implementation.

Develop, via a top-down approach, project work plans and schedules that support the project/business group work processes and milestones.

Baseline and issue network-logic-driven schedules that meet the needs of, and are used by, the project team.

Update schedules with actual progress and forecast remaining durations, project milestones, and completion dates.

Prepare schedule risk analysis to forecast schedule contingencies and related cost impacts. Support contingency management.

Supervise the development and issue of accurate and timely project labor hour forecasts. Prepare and issue schedule analysis narratives including recommendations for corrective actions that are used by business group management and project teams to manage the work.

Develop, implement, and monitor earned value systems that accurately measure progress and performance. Provide timely feedback to project and business group management. Thoroughly understand earned value terms. Understand the impacts and results of an earned value report.

Supervise the development, approval, and issuance of client and internal status reports that effectively communicate schedule status and identify critical path. Motivate the project team to define corrective actions for implementation.

Apply practical field experience with planning/scheduling knowledge to identify challenges to the project schedule and suggest mitigation plans.

Develop estimates in the accuracy and level of detail required for the intended purpose of the estimate.

Consolidate and summarize the discipline basis of estimates.

Assemble discipline estimates into a final estimate for management review. Determine that the project requirements stated in the basis-of-estimate instructions are covered.

Be familiar with the development and application of CH2M and industry-average overhead rates for subcontracted work.

Provide consistency between the project estimate, project breakdown framework, and project schedule.

Estimate cost and cumulative impact of proposed design or construction changes.

Support procurement by contributing to cost analysis for subcontractor pricing to determine whether pricing is fair-and-reasonable.

Understand the risk register and applicable Monte-Carlo simulation techniques. Analyze risk to evaluate and forecast contingency requirements for management estimate reviews.

Maintain and trend historical cost data from actual hours, costs, and pricing.

Apply practical field experience and constructability expertise to the development of conceptual estimates when minimal design drawings and information are available.

Implement and supervise the use of standard estimating systems. Define the need and be able to modify the systems approach as appropriate to support specific proposal or project requirements.

Additional information: This is a US Expat assignment to Israel for 24 months. US Citizenship required.

The minimum qualifications for this position are:

Bachelor’s degree in construction management, engineering, project management, or related technical field. Experience in lieu of degree is acceptable.

Minimum of 10 years of progressively responsible experience.

US Citizen

The ideal candidate will possess the following skills and experience:

Spoken or written Hebrew is preferred

Dual US/Israel Citizenship

Secret or T/S Security Clearance or eligible to obtain.
