JOB SUMMARY/PURPOSE

The Project Controls Manager – Estimator provides oversight of large, complex projects by establishing and leading project assurance, reporting, and training programs that drive predictability and efficiency in project delivery at Entergy. This position provides oversight and support for Entergy’s Stage Gate Process (SGP) and project management standards - ensuring standardization and continuous improvement in project delivery across Entergy’s Capital Projects group, as well as validates and reviews estimates.

Works directly with project teams to ensure projects are delivered with cost and schedule certainty based on what was budgeted and estimated. This individual will evaluate risk(s) and issues to ensure that they are properly identified, quantified and mitigated, as well as works directly with project teams to ensure alignment with Stage Gate Process and to ensure that proper estimating and project controls are being implemented. Works with Project Team to ensure costs are managed; change control is established and controlled; and that contingency is properly controlled and estimated.

The Estimator provides deep subject matter expertise (SME) to project teams in estimating and aids in project business case development, and lessons learned to achieve the requirements of Entergy’s Stage Gate Process (SGP) and project management and controls standards. This is an individual who performs estimating activities and reviews on EPC projects and/or RFPs.  The individual will provide support in developing project scopes (for estimate basis) and planning and scheduling of the estimate efforts. For estimate preparation, the individual must execute such activities as development/tabulation of pricing, collection/recording of material takeoffs, setting unit rates, establishing site conditions including wage rates, and assigning escalation. This individual will assist in the preparation of the Estimate forms (per SGP) and the Estimate Basis documentation.  During project execution the Estimator will assist in the development of Change Notices. Individual will assist in completion of all project estimating activities in accordance with established procedures and processes. This individual will participate in maintenance of estimating databases. Individual must learn and understand all aspects of estimating work including coordination with Project Management, Procurement, Engineering, and support personnel.

 

JOB DUTIES/RESPONSIBILITIES

* Provides deep subject matter expertise (SME) in the various disciplines mainly estimating; maintains ownership for the development and continuous improvement of policies, standards, and guides that standardize and optimize project delivery across Entergy’s business units. * Leads rigorous over site of estimates, assesses and reviews contractor and owner estimates, performs check estimates, and support for projects within Entergy’s project portfolio to ensure compliance with Entergy’s SGP and project management standards. Delivers projects with cost and schedule certainty; manages and controls costs; manages risk by identifying, quantifying and mitigating risks. * Leads and supports SGP Gate Reviews by performing rigorous evaluations of project development, estimate and control deliverables, including business cases presented by project teams. * Utilizes project management, estimating, and project controls expertise as well as business acumen and experience to provide SME-level project management, controls, and business case guidance to project team members in Entergy’s Capital Project group. * Mentors other project controls specialists in the performance of the governance, assurance, execution and support activities in the CP organization.

MINIMUM REQUIREMENTS

 

Minimum education required of the position

B.S. in Construction Management, Engineering Discipline, Finance, Accounting, or applicable course of study or related work experience. MBA or other advanced degree preferred.

 

Minimum experience required of the position

8+ years plus capital project development and management experience.  (Large, complex, utility capital project experience essential.) 5+ Experience in the management and control of large, complex utility capital projects with an EPC or Engineering firm is desired

 

Minimum knowledge, skills, and abilities required of the position

Knowledge and experience in the management and control of large, complex utility capital projects.
