ManTech is seeking a Deputy Program Manager to join our San Diego team and support one of our dynamic growing programs.

Responsibilities:

•Responsible for day-to-day management of multiple projects/Task Orders in accordance with contract requirements and company policies, procedures and guidelines.

•Collaborate with the PM to create and maintain a detailed work plan to include specific tasks, assignments, task dependencies, milestones and schedule for all tasks associated with the project.

•Serve as the assistant to the Program Manager for overall management and administration for the contractual effort, and shall act as the secondary interface and point of contact with Government program authorities and representatives on programs/projects and contract administration issues.

•Assist the Program Manager to supervise all programs/projects by developing management procedures and controls, planning and directing project execution, and monitoring and reporting progress.

•Assist the Program Manager in managing and controlling all financial and administrative aspects of the programs/projects with respect to contractual requirements.

•Prepare Staffing Plans, including skill and labor mix, to support contract operations. May be responsible for recruiting, interviewing, and hiring staff Assign Staff and provide technical direction as necessary to complete task.

•Monitor contract, subcontract, and funding; prepare forecasts of program financial performance. Work with financial analysts to develop and deliver required contract, departmental, project and/or financial reports.

•Act as backup to the Program Manager as needed.

Mandatory Skills and Experience:

•Must have sound program management, subcontractor management, government contracting/acquisition, and personnel management experience.

•Must be capable of managing and controlling schedules and cost to provide on time, within budget, performance of all aspects of the contractual effort.

•Must have demonstrated expertise in business management and financial accounting.

•Minimum 5 years of of experience with project management and execution of project management processes, team leadership, requirements analysis and management, demonstrated communication skills, along with business process modeling, development life cycle, and product implementation skills.

•MS Project experience required

•MS Excel high level of proficiency required.

•Bachelor’s degree. Desired: Master’s in same.

•Experience working with DoD and Government contracts.

Preferred Skills:

•PMP certification

•Experience developing technical and cost elements for proposals in response to solicitation requirements.

•Demonstrated success in supervising and mentoring junior personnel.

•DOD, US Navy, SPAWAR experience

Qualifications

Requires Bachelor’s degree or equivalent, and seven to nine years of related experience.

Additional Qualifications

• Certification as Navy Instructor (NEC 9502) and Master Training Specialist

• Familiar with U.S. Navy training policies and procedures, including NAVEDTRA 130-series, Training Planning Process Methodology (TRPPM), Navy Training System Plan (NTSP), C4ISR Management and Analysis Training Tool (CMATT)

• Classroom instructor experience, preferably at a Center for Information Dominance Learning Site
