The primary objective of this position is to implement a well-defined, well-documented process to ensure that contractual expectations and objectives are met. Manage the development, negotiation and implementation of major professional services and employee benefit contracts leveraging spend, continuing to re-source recurring contractual commitments on a recurring cycle, manage emergent project work in support of business requirements. Work closely with various business leaders to provide contract related support for their business requirements
This position also has responsibility for the overall management of a third-party Managed Service Provider (“MSP”) Program for contingent workers on assignment throughout the PSEG enterprise. This Program Manager will work with all internal Clients using contingent workers (aka “temporaries” or “contractors”) from the initial program implementation through ongoing program management. The Program Manager will act as a single point of contact and liaison for the integration of any Internal Services support (such as Supply Chain Management, Human Resources, Law, Internal Audit Services, etc.) and the operating business units, and facilitate all internal and external activities provided by the MSP program.
This will also include quality and performance management of the workforce supplier community (enrollment, KPIs, compliance, contract management, etc). The MSP will establish contracts with staffing vendors who will be responsible for the recruitment and employment of resources that are deployed for internal clients on a contingent basis by external agencies. Typically these services are engaged on a time and materials basis This position will also be responsible for a Vendor Management System which is a software technology system that automates the requisition, solicitation, evaluation, engagement, and management of and payment for contingent workforce services.
The Contracting Manager will maintain MSP program strategy, support day to day program operations, lead change management efforts, manage program team and manage the Strategic Sourcing Associate position act as liaison between PSEG stakeholders and suppliers, , lead monthly, quarterly and annual MSP performance reviews, provide continuous improvement of operations and program performance, ensure adherence to PSEG policies, and integrate MSP program for contingent workers with PSEG’s overall staffing strategy.
Required Skills, Competencies, Education & Experience:
Specific knowledge of supplier and program management.
7 years of experience with workforce management, program management, and/or contingency/temporary recruitment/staffing.
Experience successfully managing larger complex programs or projects across multiple business units.
Thorough knowledge of vendor management process, program governance, contract terms, and strong negotiation skills.
Demonstrated ability to:
appropriately assess contractual risk and implement risk management strategies;
implement measures and methods to tie payment to performance;
monitor and manage cost and change;
define and manage deliverables and respective responsibilities between the Company and the supplier
Must possess excellent written and oral communication skills.
Experience with Project Management, communications, mediation, program governance, SLA management, vendor relations, etc.
Strong change management (people and process) skills and client relationship skills.
Strong analytical, market analysis and cost modeling skills.
Team facilitation, presentation, and team leadership skills.

Desired Skills, Competencies, Education & Experience:
MBA or JD; paralegal experience desired
Bachelor’s Degree in business, finance, or human resources
5 years of experience in an account management or program oversight role
Knowledge of SAP, Microsoft Access, quality control systems (ISO, QS, & 6 Sigma)
