OVERVIEWThe Plant Utility Operator is responsible for the safe and efficient operation of all central utility systems and ancillaries originating from the ATO central utilities plants. The operator will perform start-up, normal & emergency operations, monitoring, and shut down of utility systems and equipment including troubleshooting, preventative maintenance & corrective repair work.  Inspects and checks equipment on a frequent basis to predict and anticipate operating problems to maximize uptime and allow maintenance to be performed on a planned, scheduled basis rather than an emergency failure.  Operates and keeps in good operating condition gas fired low pressure hot water boilers, combustion control systems, pumps, electrical substations, switchboards, cooling towers, steam generators, high temperature converters and their pumps, water treatment equipment on all water systems, air conditioning equipment, air compressors and auxiliary equipment to obtain the highest efficiency in meeting plant and office requirements for heat, power, light, water, and air.  Uses test instruments to detect need for repair and adjustment.  Works from blueprints, diagrams, or specifications. At start of shift, checks schedule and operating conditions by referring to log sheets and other reports.  Checks with operator on preceding shift for any special instructions or conditions.  Follows schedule in checking operations and equipment; reads gauges, recording instruments and charts, and interprets readings.  Logs specified information.  If observations and readings indicate other than normal conditions, diagnoses cause of trouble and makes necessary adjustments or changes to correct trouble.  Maintains proper water level, temperature and pressure by manual use of controls if automatic controls do not function properly.  Checks combustion control system and, if necessary, makes necessary manual adjustments if automatic controls are not operating properly.  Tests boiler water, cooling towers, plant water, etc., and adds, checks, and regulates necessary chemicals.  Makes necessary repairs or adjustments to maintain operation of equipment.  Responsible for the shutting down and starting up of utilities for any or all sections of plant as scheduled or directed. EQUIPEMENT AND SYSTEMS
Reverse osmosis and deionized water production and distribution (cGMP & cGLP quality and controls as applicable)
High Pressure Steam Boilers and all associated ancillaries
Centrifugal chilled water production and distribution including thermal storage plant operations
Compressed air production and distribution
Industrial water treatment: open & closed loops, and associated supplier based control systems
Building automation systems (BAS) and similar (PLC) based controls systems.
  ESSENTIAL FUNCTIONS
Under minimal direction provide operational expertise to ensure all plant systems and equipment are operated with a high level of reliability and efficiency. 
All work will be performed to assure minimal impact to client’s business operations while complying with all code & client driven requirements, and Jones Lang LaSalle policy procedures.
Respond to unexpected events with professionalism and competence
Work in any plant on any assigned shift.
Effectively troubleshoot all equipment under stressful conditions
Perform housekeeping activities as assigned
Maintain neat & accurate operational logbook, daily log files, and other documentation as assigned.
Complete all work in accordance with CFRs, cGMPs, SOPs, and JLL policies.
Maintain an up to date training record
Maintain an on-going two way performance dialogue with your supervisor
Notify your supervisor of any training needs and advise them of any factors impacting your ability to perform
Assist other staff members as needed to ensure reliable plant operation    
Keep work areas neat and orderly
Conform to all safety rules and regulations.
 EDUCATION AND EXPERIENCE
High school diploma required.
Minimum 2 – 4 years of Utility Plant related work experience
 KNOWLEDGE, SKILLS, AND ABILITIS
Applicant must possess, or be able to obtain a City of Los Angeles Steam Operators License within six months of hire date
Applicant must possess or be able to obtain EPA 608 Universal Refrigerate handling certification
An ability to stand or sit for extended periods of time and lift 50 pounds
Basic organizational skills and the ability to effectively communicate thoughts and ideas through verbal and written form
Basic trouble-shooting, problem solving and training skills
Ability to work with computer based controls is required.
Ability to read and understand technical material including operating manuals and standard engineering drawings is required.
Ability to complete GMP documentation and follow applicable standard operating procedures
 PREFERREDEXPERIENCE
Minimum 2 years of experience in the operation and maintenance of a large scale utility plant including boilers, reverse osmosis units, chillers, cooling towers, diesel generators and electrical power distribution.
cGMP environment
Following established GMP procedures in the operation and maintenance of utility equipment
Good documentation practices (GDP)

Must hold a current Unlimited Boiler Operator License

Microsoft Office Suite, including Outlook, Word, Excel
 PHYSICAL ENVIRONMENT AND CONDITIONS
Work from ladders and scaffold, as required.
Ability to lift 50 lbs.
Able to lift, bend, and move in such a way as to perform job tasks in a safe and approved manner.
Environmental conditions will vary based on scheduled work. 
Work may take place in either the utilities plant or outside, depending upon the job requirements.
