The Health & Safety Program Manager has direct responsibility for implementing and managing safety programs in their respective Line of Business (LOB). Reporting to the H&S Program Manager is team of Health and Safety Coordinators providing assistance in all matters of health and safety to managers and supervisors in their respective LOB. Assistance includes actively supporting field operations personnel in implementing and communicating recommendations stemming from Incident Investigations, interpreting OSHA regulations, Corporate Practices and procedures, understanding new programs, documenting actions/events, and resolving health and safety issues in a consistent manner across the LOB. The position reports directly to LOB leadership (i.e. to a Director, Senior Director, or Vice President) and supports LOB leadership by directly managing LOB safety programs and driving positive safety behaviors of all LOB personnel.

Typical roles & responsibilities include:

LOB-wide development, application and reporting of Job Site Observations, Field Quality Assessments, Job Hazard Analysis, use of Personal Protective Equipment, Industrial Hygiene, etc.

Responsible for overall safety and health management within the LOB in a manner that improves LOB health and safety results.

Ensures prompt and accurate reporting of all incidents in the Incident Alert system by LOB supervision/management.

Oversees and/or performs data entry by Health and Safety Coordinators in corporate Safety Information Management Systems (i.e. AIMS); including reconciliation of Sedgewick data, time sheet entries, and AIMS data to ensure accurate record keeping.

Coaches Incident Investigation teams to ensure consistent application of the Incident Investigation and Analysis Process.

Participates in incident investigations and analysis teams and works with LOB management to ensure Utility-wide sharing of Reports and timely implementation and tracking of recommendations within their respective LOB.

Turns Incident Analysis recommendations into policy/practices/behavior changes; interfaces with LOB field Operations groups, occupational work groups, and other groups as needed to implement recommendations and ensures that systems are in place to document implementation (i.e. ensures attendance is recorded for training records).

Co-Leads the LOB Health and Safety Council and helps ensure application of the Health & Safety System components.

Provides coaching and development for LOB and Local Health and Safety Council Chairs / Secretary's. Serves as LOB liaison to Health and Safety councils.

Participation in the design, development and establishment of new work methods and procedures for improving safety, productivity and operations of the LOB.

Interprets requirements of the Safety and Construction Manuals and works with LOB management to ensure consistent application across the LOB; lends expertise and participates in the development of Bulletins and Manual updates.

Performs analyses of LOB safety data, reviews and develops work methods and procedures to ensure safe outcomes.

Acts as liaison between the LOB and the Compliance Manager - Utility Health and Safety and the Compliance team.

Prepares and maintains appropriate documentation of implementation of Practices, policies and actions taken in response to regulatory requirements (i.e., OSHA record keeping requirements).

Participate in and/or lead safety related task forces and working groups.

Conducts health & safety surveys and participate and/or lead corrective action implementation efforts.

Participates in EH&S Audits; Implements and shares finding with other locations

Deploys into Field Ops Training all elements of the EH&S program guide and H&S system

Monitors Contractor work practices to ensure company Safety requirements are adhered to.

Ensures LOB compliance with Utility Health and Safety initiatives such as Defensive Driver Safety; Rescue Man Safety; AlertDriving, DriveCam, etc.


BS/BA in Safety Engineering Science, Engineering or related field or 8 years equivalent work experience.

Subject matter expertise in federal, state and local occupational health & safety regulations.

Ability to quickly learn and interpret LOB and corporate health and safety policies and procedures.

Five or more years of leadership/management experience.

Experience in safety program and/compliance management, safety consulting or safety regulatory agency experience.

Extensive knowledge of federal, state and local occupational health & safety regulations, corporate health and safety policies and procedures.

Demonstrated ability to analyze data, interpret information, formulate recommendations

Demonstrated ability to champion issues and drive continuous improvement in a matrix environment.

Demonstrated experience in leadership, change management, implementation of business controls, and performance management.

Demonstrated communication and negotiation skills and ability to achieve results through teamwork and collaboration.

This position requires driving to company locations and off-site assignments and events, applicants must possess a valid driver’s license with a safe and satisfactory driver history.

Desired Qualifications:

MS/MA in Science or related area of specialty or MBA

Utility industry knowledge

Professional certification in environmental or safety specialty (CHMM, CSP, CUSA, CIH, QEP, or PE)

Professional certification in safety specialty (CSP, CUSA, etc.) or must secure certification within 24 months from date of acceptance of position
