Operations Support, USSOCOM J63 Job Description: The United States Special Operations Command (USSOCOM) provides global communications reach to the SOF Operator via a centrally managed enterprise network accessible at any time and from any location. Network operation of this global enterprise, combined with the ever increasing Cyber Security threat challenges the Command’s ability to keep up with implementation of Higher Headquarters’ (HHQ’s) Communication Task Orders (CTOs) directing threat mitigation action.

To more effectively manage the numerous CTOs and USSOCOM J6 tasks received every month, USSOCOM’s Director of C4 Operations (USSOCOM J63) has an open position in support of his Operations Branch, J633, to facilitate the receipt and logging of CTOs; CTO course of action (CoA) determination; determination of tasks associated with CTO CoAs; drafting and staffing of orders to USSOCOM’s enterprise support staff, Components and TSOCs directing CTO action and reporting requirements; tracking the compliance of CTO actions and drafting and staffing CTO status reports for presentation to USSOCOM J63 and HHQ.

In addition to CTOs, this candidate will develop and track internal USSOCOM orders and tasks required to facilitate Enterprise operations with Components and TSOCs. This person will liaise with the appropriate HQs, Component and TSOC staff elements needed to coordinate and staff operations orders and tasks. Standing orders, such as the SOF Information Enterprise (SIE) Operations Order (OPORD), are managed by this facilitator. This includes, but is not limited to, reviewing, editing for format and completeness, and staffing updates of the documents through appropriate HQs, Component and TSOC staff elements. The right candidate will have experience in military communications operational management at garrison and tactical levels, supporting a large military communication enterprise’s Network Operations (NetOps) Command and Control (C2) construct and authoring NetOps C2 direction to subordinate Commands. Joint Command-level Staff Officer experience (J6-level) desired.

Specific Responsibilities: The person filling this position will assist the USSOCOM J633 Operations Branch Chief by:

Tracking CTOs, USSOCOM J6 actions and Alerts from HHQ and draft, staff, publish and track related USSOCOM CTO.

Developing tasks received from HHQ into actionable tasks for HQ USSOCOM, USSOCOM Component and Theater Special Operations Commands (TSOCs).

Coordinating with multiple staff sections to deconflict and synchronize actions in response to CTOs and specific tasks as directed.

Following up with J6 staff, Component ‘6’ staffs and TSOC ‘6’ staffs to ensure HHQ tasks are answered appropriately and in a timely manner.

Briefing the status of all CTOs to the Senior USSOCOM J6 staff.

Tracking the implementation of long term communications support for HQs, Components and TSOCs supporting combat operations.

Reviewing, editing for format and completeness, and staffing updates of the SIE Operations Order through appropriate HQs, Component and TSOC staff elements.

Assisting the Global Enterprise Operations Center (GEOC) Officer in Charge (OIC) as required with baseline CTO and OPORD tracking and reporting, and developing Portal trackers and shared file links to information resources that assist HQs, Component and TSOC requests for information and staffing ongoing tasks and operations.

Ensuring CTOs and Orders disseminated are appropriately incorporated into future versions of the OPORD.

Qualifications

Minimum Education/Experience Requirements:

Bachelor’s degree in a Computer Science, Information Technology, related field or equivalent experience and eight (8) to twelve (12) years of directly related experience or any equivalent

combination of education, experience, training and certification. Demonstrated competence in project management and technical competence in discipline field(s) and knowledge of company

policies and practices

Required Skills:

Experience supporting a large military communication enterprise’s NetOps C2constructs.

Experience with drafting and staffing for approval subordinate Command direction.

Experience with drafting AMHS messages.

Major Command or COCOM staff level duties as an action officer (solid writing and briefing skills).

Preferred Skills:

Knowledge of/experience within the Special Operations community is highly desired.

Security Clearance Level

: Candidate can start employment with Secret but must have ability to obtain SCI clearance.

Work Environment :Work will be performed in a cubical environment inside a large facility. Some travel may be required depending requests by the customer.

Physical RequirementsSitting at desk. Phone use and PC or laptop. Filing required. May require lifting and carrying boxes of supplies or files up to 25 lbs. Extended periods of sitting while on PC/laptop or phone.

Equipment and MachinesGeneral office equipment, which includes: telephone, fax machine, copier, PC/laptop, and other miscellaneous office equipment.

AttendanceWork assignments dependent on requirements by the client. It is important to be able to work at least 8 hours a day for 5 days per week (Monday through Friday)

Must put forward a professional behavior that enhances productivity and promotes teamwork and cooperation. Must be well organized with the ability to coordinate and prioritize multiple tasks simultaneously. Must be able to communicate effectively, both verbally and in writing. Must be able to interface effectively with individuals at all levels of the organization. Grooming and dress usually business casual, but dependent on client’s standards. Must not pose a safety hazard to employees working in the same general area.
