Operations Environmental Advisor (Administrator/Environmental)

Position Information  The Administrator/Environmental provides environmental expertise and compliance oversight for the Company\u2019s operating divisions and Paiute Pipeline. This position ensures all related environmental policies and procedures are implemented; serves as the primary liaison for environmental matters in each assigned division or Paiute Pipeline through coordination with division points of contact; facilitates local environmental training; facilitates local environmental compliance audits; and coordinates with Corporate Risk Management and Safety on environmental support of the division(s).    
Responsibilities

Serve as a division-based expert and liaison for environmental matters to ensure all related Company policies and procedures are implemented without gaps for each assigned division or Paiute Pipeline
Responsible for overseeing division or Paiute Pipeline environmental compliance activities related to both stationary facilities and linear pipeline facilities
Develop and/or implement performance based environmental compliance training plans to prepare and conduct local environmental training
Implement, coordinate and facilitate local internal and external environmental and compliance audits and serve as the local area environmental audit liaison
Coordinate with Corporate Safety and Risk Management, Internal Audit, and Operational Quality Assurance audit workgroups regarding environmental and compliance findings
Inform management of situations related to environmental requirements that could adversely affect the health and safety of employees or the public, or impact the Company
Maintain a working knowledge of the National Environmental Policy Act, the Clean Air Act, the Clean Water Act, the Resource Conservation and Recovery Act, the Superfund Amendments and Reauthorization Act, the Emergency Planning and Community Right-to-know Act, the OSHA, and other state and local environmental regulations
Develop and maintain local environmental compliance systems to ensure adherence with Company environmental policies and procedures
Provide oversight and consultation to the division(s) for environmental studies, investigations, and mitigation of construction and maintenance projects
Plan and coordinate the acquisition and compliance management of operational environmental permits and requirements including air, SPCC, and construction storm water
Facilitate and perform inspections of Company facilities, operational controls, and equipment to access and insure compliance with environmental policies, procedures, and regulations
Interpret government and local environmental regulations to assist in developing and maintaining new and existing Environmental Policies and Procedures sections of the Operations Manual
Provide and coordinate written correspondence with environmental agencies regarding projects, permitting, compliance, data requests, and audit results
Assess the acquisition, modification or disposal of existing structures to properly control environmental governance and liabilities
Ensure, oversee, and fulfill GHG data and information requests required to support federal, state and voluntary reporting 
Ensure Company and division records provide and maintain demonstrable compliance
Perform related duties and responsibilities as assigned
Regular and predictable attendance is a condition of employment and is an essential function of the job

Minimum Qualifications
There are clear precedents and practices which the incumbent uses to determine how this job is performed. This position requires six or more years of relevant utility, petroleum/chemical, or industrial environmental management and systems work experience.  A related environmental, engineering, or science degree with significant subject matter expertise is desired.  Previous supervisory experience is preferred, as is experience in compliance reporting and technical writing.  Advanced computer skills and experience with government reporting systems, as well as a strong working knowledge of federal, state, and local environmental regulations is required.
Salary DetailsSalary Range: $75,968 - $94,960

Company Profile:
In 1931, in the midst of the Great Depression, a handful of entrepreneurs founded Southwest Gas Corporation, and soon after began selling liquefied petroleum gas (LPG) in the dusty railroad town of Barstow, California. Although the fledgling company soon expanded to nearby Victorville, uncertain economic conditions limited its growth potential during the Depression. Southwest Gas grew slowly but steadily over the next 20 years, serving these two High Desert communities. Then, in 1951, Pacific Gas & Electric Company built a high-pressure natural gas transmission line from San Francisco to the Arizona border, where it linked up with El Paso Natural Gas Company's line from Texas. Recognizing the growth potential offered by clean, efficient, economical natural gas, Southwest tapped into the new line and converted its system to the more marketable fuel. This would become a significant milestone in a truly remarkable business success story.
