The position leads the Planning, Evaluation and Analytics section. This section develops long term and short term energy efficiency plans, assesses existing and emerging opportunities, develops forward-looking business strategies and provides decision support tools to optimize energy efficiency portfolio performance and resources. This group provides strategic direction and policy-related insight; planning; and evaluation and analytical-related support for the energy efficiency program.
JOB REQUIREMENTS : (Education, Experience, Knowledge, Skills)
BA or BS in engineering, economics, business, mathematics or related field required.
Master’s degree in business, public policy or engineering desired. Certified Energy Manager, Professional Engineer (PE) desired.
Proficiency in basic MS programs (MS Word, Excel) required. MS Access, Statistical Analysis, Economics, SQL, VBA, Python, and similar skills preferred.
Six or more years of experience managing work as described above.
Three or more years of supervisory experience.
Extensive experience in preparing and managing budgets and resources, consultant contracts.
Demonstrated ability to provide policy insight by preparing and communicating impacts/recommendations.
Awareness of emerging and current techniques in energy efficiency and energy programs planning.
Deep knowledge of energy efficiency program design, development, implementation, evaluation or management.
Knowledge of the gas industry (prefer also electric); energy efficiency program planning, design, implementation and evaluation, understanding of state and national energy policy.
Regulatory experience, including managing regulatory processes or contributing to regulatory filings.
Knowledge of relevant industry practice and legislation.
Knowledge or experience in Process Excellence / Lean Six Sigma is a plus.
Position Related Experience :
6 years of related experience in energy efficiency evaluation or energy industry related analytical and/or regulatory work and 3 years of supervisory experience.
Any combination of education and work experience which permits the candidate to meet position work requirements.
MAJOR JOB RESPONSIBILITIES :
General Management and Oversight ( 25%)
Provide strategic direction, expectations, and oversight to the Planning, Evaluation and Analytics section. The section conducts research and analysis to help identify and develop energy efficiency programs, products and services. The manager determines the work priorities, long and short term goals, and staff assignments.
Drive agreements with other utilities and stakeholders that may include specific and short projects, or long term multi-year services.
Procure and oversee consultant contracts.
Identify employee performance expectations and provide feedback, development opportunities, annual appraisals, and corrective action (as needed). Oversee recruitment processes.
Manage the section's operational budget and financial resources of about $4.5 million. Identify the need for additional resources, create business cases and funding request, and drive through leadership. Influence and assist the development, administration, and accomplishment of the department annual budget of about $40 million, and related goals and objectives.
Manage interdisciplinary project teams across the department, company and regional organizations. Set team direction, manage day-to-day tasks, and provide coaching.
On behalf of the company, develop and present program and policy recommendations to external stakeholders such as Illinois SAG.
Portfolio Planning, Design and Development (25%)
Manage development and delivery of technical assessments that support forecasts, policy studies, cost-effectiveness determinations, and resource estimates for use in determining energy efficiency goals and investments.
Assesses the utility's energy efficiency potential, program portfolio resources, implements measurements and verification procedures, evaluates program impacts, processes, and outcomes and provides recommendations for changes.
Identify and advocate for programs and business strategies that offer opportunities to deliver value to rate payers in the form of cost reduction, system efficiency and production.
Manage the energy efficiency portfolio planning process; oversee the preparation of energy efficiency potential assessments; establish targets; and participate in state wide Planning process.
Develop new and creative approaches to improve customer satisfaction, customer loyalty, and customer engagement with energy efficiency programs.
Communicate highly technical information to subject matter experts as well as non-technical audiences through methods such as presentations and reports.
Evaluation and Measurement (25%)
Develop the departments planning and evaluation framework to support effective program implementation.
Manage evaluation, measurement and verification (EMV) function of energy efficiency programs. Ensure, the evaluation findings and recommendations are implemented.
Analytics ( 25%)
Manage highly complex research, feasibility studies, market analysis, segmentation analysis, economic impact studies, and data analytics studies to identify, design, and vet programs and policies.
Train, support, lead, and manage the energy efficiency department’s Data group to be an analytical “think tank” in terms of performing deep dive analysis on potential opportunity areas, reviewing information and formulating potential actionable tasks to address, and then performing related follow-up analysis and tracking of progress.

The position routinely engages inter-departmentally, within other groups in Nicor Gas (Rates, Regulatory, Forecasting), and with outside utilities, stakeholders, peer companies and evaluators. The role requires decision-making in “real-time”, and dynamic synthesis of ideas, strategies and policy to shape appropriate outcomes to benefit the program, Nicor Gas and customers the EEP serves.

Assignments are quite varied and highly complex (80%)
The position is inherently dynamically solving problems and arriving at new scenarios to benefit the EEP. This could take the form of analysis and synthesis of data and trends, resolving conflicts or deficiencies in evaluation reports, negotiating with other utilities/stakeholders on best plan designs, or responding to and adjusting the portfolio to address changes in the market, weather, customer participation, or changes to policies that impact portfolio savings. All have significant interdependencies, complex planning models, and need to present in a way that is understandable to many different stakeholders, internal and external.
