Primary Role:* The Manager, Operations & Maintenance is primarily responsible for the delivery of all operations and maintenance activities associated with the water treatment/distribution, or wastewater collection/treatment, or asset management, or customer service facilities and appurtenances covered under the service agreement contract.

Key Accountabilities:*

Responsible for all activities and the overall operation/efficiency of the facilities for the project within area of responsibility. Analyzes and evaluates operation, maintenance, and support functions. Initiates new or improved practices as necessary.

Directly or indirectly supervises all staff assigned to the Project: Demonstrates visible leadership by example utilizing participative management involving employees and teamwork whenever possible.

Develops objectives to meet regulatory requirement efficiencies and productivity via continuous quality improvement and strategic planning.

Responsible for ensuring appropriate health and safety measures are established and carried out in system operations and maintenance.

Accountable for achieving state, federal and local standards for water regulatory requirements. Assures that all Human Resource, OSHA, Department of Labor notifications are displayed for all employees to view, checking periodically for compliance.

Develops and oversees the annual O & M budget. Monitors and controls costs according to the MR & R plan. Coordinates activities and supports the implementation of Capital Projects.

Performs other related functions as assigned.

Follows Company Environmental, Health and Safety Policies, and reports unsafe conditions to supervision immediately.

Able to establish effective working relationships with employees, supervisors, customers and the general public.

Able to work in a team environment.

Knowledge of water treatment processes and techniques, and management of water treatment systems; with an emphasis on iron and manganese removal.

Knowledge of water distribution techniques, and management of water distribution systems.

Knowledge of wastewater and stormwater collection, and management of wastewater and stormwater collection systems; with an emphasis on combined sewers.

Knowledge of health and safety regulations.


Graduation from an accredited college or university with a degree in sanitary, chemical, civil, electrical or mechanical engineering, public or business administration or other equivalent degree. Additional qualifying experience may be substituted for the degree on a year for year basis

A minimum of four (4) years of water treatment/distribution, or wastewater collection/treatment, or asset management, or customer service systems management experience

Certifications & Licenses:*

Must possess a valid state (of residence) driver’s license.

NJDEP T4 or S4, and W4 or C4 Operator Certifications are required.

Travel Requirements:* Local travel.

Work Environment:*

Must be physically able to work indoor or outdoor work during seasonal heat and cold or other adverse weather conditions.

Must be physically able to complete necessary tasks while wearing a approved personal protective equipment as required, as some required work may have potential for exposure to harmful contaminants, environments, noise, etc.

Must be physically able of walking up and down stairs and long distances.

Must be physically able to work in confined space environments.

Must be physically able to wear a respirator or SCBA as required.

Must be physically able to remain alert and attentive to job requirements and co-workers.

Specific Conditions:*

Maintain a neat, clean, professional appearance at all times while in uniform or during working hours.

Maintain a courteous manner when speaking to customers and the general public.

Must be available to support subordinates during emergencies, including after hours, weekends, and holidays.
