Position Summary

Provides visionary and strategic leadership as well as develop and execute corporate and Transmission strategic communication system plans while directing Substation Communication Engineering activities for high voltage distribution and transmission substations. Accountable for innovative designs, resident technical matter expertise and real-time technical support services to communication technician and transmission operation teams for high voltage distribution and transmission substations. Also accountable for the attainment of Xcel Energy NERC compliance goals and objectives related to system protection communications. Develop training programs for a department of engineers. The position will be responsible for the management of the day-to-day operations of the team, including review of engineering solutions, job assignments, and coordinating with other departments.


Essential Responsibilities             

a) Develop and drive execution of strategic plans for Transmission communication functions in high voltage substations. Plans include long range strategies for Transmission system fiber infrastructure expansion and associated system solutions to deliver communication circuits for protective relay systems, SCADA, remote field device accessibility and other corporate communication functions. Collaborate with Business Systems to deliver desired corporate communication functions at high voltage substations.      

b) Accountable for the delivery of strategic plans, overall designs and configurations for communication systems in high voltage substations including: powerline carrier, multiplexing systems, substation local area networks and leased communication circuits. Develops processes for the design and implementation of alarm/control and SCADA systems. Assists in the development of standards for alarm/control and SCADA systems.               

c) Accountable for the delivery of strategic plans, overall designs and configurations for substation local alarm/control systems and telemetry systems including Phasor Measurement Units (PMU) and Remote Terminal Units (RTU) for Supervisory Control & Data Acquisition (SCADA). Develops processes for the design and implementation of alarm/control and SCADA systems. Assists in the development of standards for alarm/control and SCADA systems.     

d) Accountable for the adherence and execution of operating company regulatory compliance related to system protection communications including all applicable NERC and regional reliability coordinator standards. Provides testimony as an industry expert in regulatory audits.      

e) Responsible for effective, efficient and competitive utilization of resources, with emphasis on safety, timeliness, cost-containment, system reliability, customer satisfaction, optimal asset utilization and compliance with regulations.             

f) Develops leadership, selects and retains a multi-functional, diversified, well-trained, motivated and empowered workforce. Models innovative approaches. Promotes employee involvement in continuous learning, career planning and enhancing job/industry knowledge and skills. Promotes engineers being professionally registered.        

g) Communicates with and establishes effective working relationships with regional entities and operating company organizations outside normal span of control to ensure regulatory compliance, responsiveness and resource allocation.               

h) Represents the company regionally through participation in industry and professional forums in order to stay abreast of emerging industry changes, issues and technologies. 


Minimum Requirements

-Bachelor's degree in Electrical or Communications Engineering

-5+ years relevant experience in power systems engineering or utility communications

-Demonstrated specific experience in two or more of following areas: high voltage system protection; high voltage Power Line Carrier (PLC); Remote Terminal Units (RTU) and associated communication protocols; Human Machine Interfaces (HMI); Time Division Multiplexing (TDM) systems including SONET/SDH; serial and packet-based communication protocols; knowledge and understanding of the OSI/ISO Network model; and NERC CIP compliance standards



-Professional Engineering (PE) registration

-Leadership experience
