Targa is currently seeking a

Lead Business Analyst – Natural Gas Systems Functional Support

for their office located in Houston, TX.

The Lead Business Analyst – Natural Gas Systems Functional Support (“Analyst”) is skilled in the management and support of commodity trading risk management (CTRM) systems and configuring those systems to deliver maximum efficiency and business value. The primary focus for the Analyst will be to design the system tools required to support the natural gas marketing business from front to back including plant scheduling, marketing, pipeline scheduling, contracts, confirmations, and accounting.

The Analyst navigates the competing needs of multiple stakeholder groups, defining end-to-end business processes including mapping out requirements for one or more systems to support business objectives.

As the business needs change and or grow, the Analysts will investigate operational requirements, complex business scenarios, and opportunities, seeking effective business solutions through improvements in automated and non-automated components of new or changed processes.

Analyze and document stakeholder objectives, creating business requirements and manage the configuration of the CTRM system.

The Analyst will also collaborate with the information technology department and participate in the process of planning for, implementing, and supporting commercial systems. Although the Analyst position is not a technical role, it will require the knowledge and use of system related technology competencies to complete work efforts.

Job Responsibilities

Maintain end-to-end understanding of functional aspects of systems and associated business processes

Monitor incoming service requests and incidents keeping the appropriate business owner up to date on the status of open items updated with current efforts

Investigate and diagnose service requests or incidents according to their priority/rank, and identify the resolution and/or issue

Work directly with users to identify and resolve issues adversely impacting business processes

Understand the needs of multiple stakeholders and assist in the prioritization of work efforts

Facilitate the negotiation of requirements amongst multiple stakeholders

Help the business stakeholders envision how their work will need to change to support future business needs

Create, analyze, and validate detailed functional specifications

Facilitate design sessions with the project teams and/or business stakeholders to define solutions

Deliver elements of systems design, including data migration rules, business rules, or other detailed deliverables

Responsible for analysis of business requirements, testing, training and implementation of solutions leveraging commercial systems across different departmental areas

Update and maintain design books, test scripts, work instructions and other team documents with new functionality or process improvements

Identify and communicate improvement opportunities with emphasis on continuous service improvement

Gather business requirements and complete functional specifications for new functionality or enhancements to existing functionality

Demonstrates awareness of customer support metrics such as quality of service, close rates, and response times and reflect on how to improve individual and team results

Utilize 3rd parties and vendor support as defined within existing support arrangements, and escalate additional (billable) support to appropriate IT management for approval

Adheres to and champions the IT Governance programs (e.g. change management and communication)

Maintain business process documentation (business processes, functional design, training guides, testing plans, etc.)

Provide input to IT Project Management Office to support clear and concise requirements definitions

Informally mentor less experienced team members on an as needed basis

Prevent the replication of problems across multiple systems by sharing lessons learned and best practices with other team members and management

Develop internal customer relationships by making efforts to listen and understand the customer; anticipating and providing solutions to customer needs; giving high priority to customer satisfaction

Minimum Essential Qualifications

Bachelor’s Degree in MIS, Business Administration and/or equivalent work experience in a related field

5 plus years of experience as a Business Analyst or similar role in defining solutions to solve complex, multidisciplinary business problems with long-term implications

3 plus years of experience managing or leading teams (full-time employees and contractors), with a demonstrated expertise in navigating through complex and cross-functional organizations

Specific focus on building, delivering, and maintaining mission critical, 24x7 production systems

3 plus years of experience managing vendors, vendor managed software applications, and system administrators of the applications

Knowledge or experience with several of the following applications or business areas: Commodity Trading Risk Management, Allegro, Latitude, Energy Trading and Risk Management, Right Angle, NG Marketing, NGL Marketing, Petroleum Logistics, Credit, Treasury, Contracts, Plant Accounting, Truck Dispatch, Tax, Pricing, Data Feeds

Experience with testing methods and tools; win/load runner, TFS performance testing

Facilitated group meetings such as workshops, project planning, or training sessions

Familiarity with Waterfall and Agile development methodologies

Familiarity with ITIL concepts and the ability to follow problem, change, and incident management processes and procedures

Regular and reliable attendance

Other Qualifications

In addition to the basic qualifications listed above, the following other position qualifications are required:

Strong written and verbal communication skills with an aptitude for problem solving

Strong reading and listening comprehension skills

Convey opinions persuasively

Able to find the story buried in processes and communicate it to a wider audience effectively

Must be able to independently resolve issues and efficiently self-direct work activities based on the ability to capture, organize, and analyze information

Create quantitative models to provide scenario modeling capabilities that demonstrates the possible results of a course of action

Create and visualize process and organizational models

Experience delivering solutions that align with business strategies

Experience troubleshooting complicated issues across multiple systems or processes and driving to solutions

Experience supporting resources performing user acceptance, regression and other required system tests, ensuring that system and/or related integration issues that arise are identified, researched and closed in a timely manner

Experience providing technical solutions to non-technical individuals

Demonstrated team building skills

Ability to deal with internal employees and external business contacts while conveying a positive, service-oriented attitude

Willingness to travel to company locations (up to 10%)

Preferred Qualifications

Certification of Competency in Business Analysis (CCBA)

Certified Business Analysis Professional (CBAP)

Working knowledge and experience in Microsoft Technologies
