Instrumentation & Electrical Planner

- Produce detailed job packages with good cost estimates for all work orders on relevant area of responsibility. The job plans must fully satisfy the notification scope and include all material, services, resources, the appropriate scheduling logic between operations or tasks, and the right level of field verification or job stepping. Ensure activities are consistent with Phillips 66 core values, company policies and procedures, and applicable governmental regulations. Create task lists for repeatable jobs and build BOM utilizing SAP.

Responsibilities may include

Strives for excellence in all health, safety and environmental matters in their area of responsibility as well as in the Los Angeles Refinery plants & facilities and the surrounding community.

Responsible for own safety/health as well as the safety/health of others, and performing quality work in a safe and environmentally conscientious manner.

Responsible for complying with Company policies and procedures, established standards, and governmental regulations (federal, state, and local).

Complies with all existing Federal, State, and local regulations including, but not limited to the Federal/California OSHA, and SCAQMD. Reviews proposed new regulations and implements when required.

Communicates with other employees concerning safety, health and environmentally-related requirements and regulations to enforce and ensure compliance with Company policies and governmental regulations.

Demonstrates personal commitment to health, safety, and environmental objectives.

Performs routine behavioral and condition audits to help ensure workforce safety.

Participates in, and reviews Job Safety Analyses and observations with employees and contractors.

Responsible for ensuring all MOC’s (as required) are progressed through the system.

Plan all I&E work orders assigned each week based on priority.

Support Discipline Supervisors in the execution of High Priority I&E notifications/work orders as directed by Planning & Scheduling Superintendent.

Generate accurate and complete planning packages for all I&E planned jobs so craft productivity can be optimized.

Plan and estimates labor hours, material, and service resources required for I&E repairs to ensure the equipment operates in a safe and reliable fashion.

Produce detailed job packages for required instrumentation work orders as per the Best Practice Guide in the Maintenance Manual.

Create maintenance plan for I&E preventive maintenance and independent protection layer (IPL) testing requirements.

Qualifications

Basic/Required

Legally authorized to work in the job posting country.

4 or more years of experience with electrical systems or instrumentation systems in refineries and/or chemical plants.

High school diploma or GED equivalent.

Willing and able to obtain a Transportation Worker Identification Card (TWIC). Information can be found at https://www.tsa.gov/for-industry/twic .

Preferred

Familiarity with scheduling routine maintenance operations and activities, (Symphonics scheduling interface/software).

2 or more years of direct Supervisor experience.

Journeyman electrician or instrument or analyzer technician.

Proficient (perform the skill with limited assistance) with Microsoft Outlook, Word, and Excel.

Familiarity with the SAP Plant Maintenance (PM) module.

Well-developed interpersonal communication skills with all levels of the organization.

Broad knowledge of common preventative and predictive maintenance practices.

Able to manage risk, analyze cost/benefits and drive change.

Knowledge of electrical hazardous area classification.

Knowledge of instrumentation equipment, SPI, ISA-84 and NFPA-85 codes and requirements.
