This mid-level project manager is accountable for leading project and work effort delivery including on time, on budget and on scope performance delivery. Responsible for overall coordination, status reporting and stability of multiple, cross-functional projects typically ranging from $200,000 to $2 million. Responsible to plan, manage, coordinate, implement and deliver project solutions that meet business requirements. Manages project team and multiple, outside vendors to ensure successful services delivery. Accountable for resolution of escalated project issues and risks. Manages vendors to ensure project requirements and deadlines are met. Consults with and collaborates with business executives, Business Technology Executives, Program Manager, CIO, Senior Leadership Team, Portfolio Liaisons, IT Strategist and project sponsors to create overall project plan, including business and technical elements.

Essential Responsibilities

Project Planning - Drives the project planning effort, including the definition of the deliverables and the required delivery dates, creation of a logical work breakdown structure, definition of major project milestones, accumulation of all project cost and benefit estimates. Ensures project delivery compliance with I/T strategy, policy and standards, business strategy and standards and other business and technical projects/efforts. Ensures existing processes, policies and procedures are followed. Manages all aspects of a project and assists with project scoping. Continually identifies opportunities for innovation and improvement.

Project Delivery/Daily Management/Controls - Manages, prepares and produces project management reports, timelines, budgets, and documentation. Creates and manages project financials including budgeting, forecasting, actuals tracking and calculating earned value metrics. Ensures a viable work plan is created resulting in the on time completion of assigned projects. Works with program manager to validate project estimates. Works with team on creating project health recovery plans and managing activities to restore projects to health. Develops, calculates and monitors program EVA/ROI or other value metrics and shifts priorities accordingly. Provides input into project team selection and changes. Participates in project and governance reviews and project steering committees. Ensures the successful completion of all project deliverables & milestones in a critical/complex environment.

Project Risk - Identifies risks and issues and provides mitigation recommendations. Monitors project activities and resolves/escalates issues as needed. Manages Change Management plans. Facilitates resource and release planning efforts at the project and Work Effort levels. Works with the business to ensure projects implemented obtain value expected. Supports business and BTEs in Business Case activities. Is critical to the development of Project and Work Effort Business Case Suites. Monitors the progress of the execution phase of work efforts and projects to ensure appropriate closure activities are completed in a timely, effective, and consistent manner. Ensures lessons learned are effectively applied to subsequent projects.

Customer Relationship Management - Develops and sustains strong relationship with vendors, business management personnel, Program Managers and Business Technology Executives. Manages customer expectations regarding projects and continually drives improvements in customer satisfaction. Drives resolution of customer (all levels) concerns quickly and effectively. Serves as the primary point of contact for business management personnel, Business Technology Executive and program managers associated with the project. Identifies areas in which improved communication is needed and partners with other areas as appropriate to implement those changes. Resolves conflict through diplomatic facilitation, sound negotiation skills, and consensus building techniques.

Technology/Business Need - Keep abreast of technology, industry and business trends to ensure that appropriate technologies are being considered in the project planning process that meet organizational requirements.

Directs Project Team Resources – Provides day-to-day work direction for project team. Ensures project is staffed at the appropriate level and skill set to ensure successful delivery. Is an advocate for the end-to-end project process and ensures projects are consistently delivered within the framework. Contributes to the improvement of end-to-end project delivery framework in concert with the other project managers and PMO liaisons.

Minimum Requirements

Bachelors Degree in business, information technology or related field or equivalent experience.

At least 4 years IT work experience combined with at least 3 years experience managing complex projects.

Demonstrated sound understanding of core business processes, industry trends, technology developments and IT environments.

Ability to understand changes in business process and technology and effectively adapt technology to meet business needs.

Solid working knowledge of project planning and business need justification process and methodology.

Ability to use project management skills to manage projects and teams.

Ability to prioritize and plan within the project while ensuring all relevant factors and issues have been considered and resolved.

Ability to drive project implementation strategy and delivery plan.

Excellent communication and critical thinking skills required.

Ability to adapt to change quickly and influence and manage diverse cross-functional teams.

Strong ability to perform diplomatic facilitation using sound negotiation skills and consensus building techniques.

Preferred

PMI Certification preferred.
