Ground Acquisition Support Engineer (Job Number:432155)

DESCRIPTION:

Seeking an experienced systems engineer (SETA) with a strong background in program acquisition to assist the government with ground systems architectures. This supports the ground element for command and control (C2) in a space program office.

Duties:

-

Perform acquisition activities related to requirements development and assessment, RFP development, technical evaluations of proposals, contract oversight, and ECP development

-

Perform risk management activities for adjudicating program risk mitigation strategies

-

For awarded contracts, perform oversight of program execution from both technical and program management perspectives. This will include budget oversight, technical evaluations, and contract award fee activities

-

Develop enterprise level CONOPs for integration of the program at diverse locations

-

Coordinate with external offices to ensure acquisition efforts align to enterprise architectures

-

Develop background material and briefings required for Acquisition Strategy Councils (ASC), Contract Review Panels (CRP), and Program Reviews

QUALIFICATIONS:

TYPICAL EDUCATION AND EXPERIENCE: Bachelors and fourteen (14) years or more experience; Masters and twelve (12) years or more experience; PhD or JD and nine (9) years or more experience

Required Education and Experience:

-

Bachelors and nine (9) years or more experience; Masters and seven (7) years or more experience; PhD and four (4) years or more experience

-

Experience in providing acquisition support for a USG program office; includes RFP development, acquisition schedule development, budgeting, technical evaluations of proposals , and contract execution

-

Understanding of Ground Elements for command and control architectures or operations for space systems

-

Experience in NRO, IC, or DoD acquisition and program management processes

-

Experience in organizing meetings, project coordination, and writing and reviewing technical reports

-

Possess high organizational capabilities and excellent verbal and written communication skills.

-

Possess the ability to work independently and as part of a team.

-

Ability to travel overseas

Desired Education and Experience:

-

Understanding of networks, interface connectivity, and cloud hosting

-

Understanding of software development plans, execution, and assessments

-

Experience with systems integration from factory testing to site implementation

-

Experience planning and coordinating activities across multiple locations

-

Prior ground experience in a satellite program office

-

One degree in Science, Technology, Engineering, Mathematics, or Business

-

PMP certification

-

CSEP certification

Clearance Requirement:

Must currently possess or be able to obtain a TS/SCI with Poly
