Government Contract Specialist - Position Location: Corporate - Chicago, IL

Purpose:

The Government Contract Specialist supports the administration and management of government contracts for Lawson Products. This position identifies relevant government bids, coordinates new opportunities, and manages the contract administration in the federal, state, and local environment.

Responsibilities:

Develops, negotiates, and maintains Contracts, Awards, and BPO's for the Government Segment.

Searches designated government bid web sites to identify relevant bids. Analyzes the required scope of each contract, verifying Lawson's product offering, pricing, delivery schedules, payment terms and discounts meet the bid specifications. Cross-references all technical parameters of requested products with Lawson's product line. May source products and services to meet contract requirements, working cross-functionally with other Lawson departments, including Strategic Pricing for pricing strategies and Specials for non-core items. Participates in bid meetings as required.

Develops ROI analysis regarding the effectiveness of each potential contract and communicates contract initiatives and existing contract values.

Develops detailed requests for proposal (RFPs) to complete and submit the required bid documentation in a timely manner.

For successful bids, prepares final contract information for publication and distribution, forwarding for execution by authorized signator(s).

Prepares roll out plan/package for the new government contract to effectively communicate with the customer, field sales, and other internal departments at Lawson. Coordinates the servicing of the contract across the business. Compiles reports outlining the terms, conditions, and compliance guildlines, ensuring not only overall federal requirements are met, but also any state requirements under a national contract, in conjunction with Lawson's internal legal department. Ensures allocation of any resources required for compliance.

Manages the account with the government customer, responding to questions, providing information, taking and entering orders, tracking shipments, sending quotations, paying funding fees, etc. Assists in resolving customer issues, responding to basic questions while coordinating complex issues with field sales and other internal departments. Ensures compliance with guidelines and information to support initiatives and activities. Supports purchasing staff in problem resolution.

Develops and maintains relationships between the government customer and the internal channel/segment partners to facilitate revenue growth. Investigates and identifies potential new product sales under the contract, ensuring Lawson takes advantage of all potential sales opportunities under the contract. Forwards possible sales leads to field sales.

Solicits and analyzes incoming proposals for assigned products and services. Monitors and analyzes competitiveness of data with comparable market data.

Coordinates Lawson price actions in regard to guaranteed pricing with Government accounts. Reviews information regarding Lawson price changes and determines affected products under government contracts. Notifies all related Lawson individuals of compliance issues.

Prepares and disseminates periodic reports to the customer on a timely basis. Prepares ad hoc reports upon request.

Prepares internal statistical reports to track the activities and measure the results and effectiveness of the government contracts. Tracks all contracts, BPO's, orders, etc. to ensure terms are met. Ensures payments are received and the overall P&L for Lawson is met for each contract, RFP, Award, GPO, BPO, etc. Makes recommendations when the target numbers are not met.

Oversees and maintains central filing system for compliance guidelines and ease of retrieval.

Gathers information in regards to unsuccessful bids. Summarizes the competitor's information, including competitor pricing for future analysis.

Works with internal departments to provide education regarding government sales processes as well as improve general processes and ensure more effective purchasing practices.

Ensures all policies and procedures are followed.

Manages contract analyst functions including but limited to:

Contract administration for State Contracts

Day-to-day management of prime vendor/GPO/ activity

Purchasing channel development

Rep/Customer service support

Representations/Certifications

Request For Quotes development, submission and execution

All assigned State sites

Contract reporting

Qualifications

Ability to multi-task and work independently in a fast-paced sales environment while remaining accurate and detail oriented. Strong organizational and time management skills with strong analytic skills.

Excellent written and oral communication skills with the ability to read, analyze, and interpret contracts, technical procedures, and governmental regulations. Able to understand the importance of reading fine print, data organization, process adherence, and methodology. Able to prepare and write business reports. Able to effectively present information and respond to questions from groups of managers, sales representatives and customers.

Strong negotiation skills.

Strong & effective Communications skills a must.

Strong PC skills and proficiency in Microsoft Word, Excel, and PowerPoint. Able to perform internet searches to identify opportunities, maneuver and navigate through a diversified field of programs, documents, forms and required data. Familiar with user IDs, passwords, clearance codes and site location management.

Understanding of government and GPO sales/contracts with industry and product knowledge in the maintenance, safety, production, and transportation fields. Knowledge of product and service purchasing policies and practices.

Strong interpersonal and customer service skills.

Ability to maintain high level of confidentiality.

Minimum of an Associate's Degree, a Bachelor's Degree is preferred, plus 3 - 5 years of experience working with or selling industrial MRO products or in the management of Federal / State government contracts, or an equivalent combination of education and experience.
