Xilinx is looking for a driven Global Trade Compliance Program Manager. This person is expected to be a self-starter who takes a proactive and positive approach to trade compliance initiatives and project management.  The ideal candidate shall continuously strive to exceed expectations in the pursuit of results that maximize value for customers, shareholders, employees, and partners while maintaining compliance. 

Key responsibilities include:

Manage and drive internal process improvements with respect to an array of government compliance programs including but not limited to:  ACE Enhancements, Broker Management, Customs Valuation, Importer Self-Assessment (“ISA”), Reconciliation, Global Know Your Customer Screening practices.

Monitor customs regulations application in other countries as relevant to Xilinx’s business and advise the business accordingly.

Maintain compliance policies and procedures including but not limited to:  compliance manuals, plans, training materials, and self-audit templates.

Provide support with HTS/ECCN classifications, new product rollouts, post summary corrections, CCATS submissions, export license applications and all other related activities in order to support global trade compliance operations

Vigilant in the ongoing review of evolving regulations to identify and communicate potential areas of risk to key stakeholders and identify and implement short term corrective actions as well as long term sustainable solutions

Serve as a leader on projects that establish new compliance processes and systems that support the delivery of Xilinx’s products, services and information to global customers 

Apply principles from General Prohibitions in conducting “know your customer” end-user screening

Serve as a trade compliance subject matter expert and provide support to cross functional business units with respect to a variety of compliance issues

Lead root cause analyses on identified areas for improvement and develop action plan for risk mitigation and process development

Participate in departmental strategy sessions

Be a proactive and influential member of a dynamic and forward thinking strategic global trade compliance team','!*!Qualifications:

Bachelor's degree in related field or equivalent experience 

Minimum 7 years of experience in trade compliance, preferably in the electronics industry

Understanding of US Customs Regulations and the Harmonized Tariff Code as well as knowledge and experience with the regional regulations of the EU, Singapore, Hong Kong, China, India and Taiwan

Thorough working knowledge of Export Administration Regulations and International Traffic in Arms Regulations

Experience in EAR Categories 3, 4, 5 Part 1, 5 Part 2, and 9 [at minimum]

Ability to establish credibility and rapport with cross functional teams, technical and non-technical team members alike.

Experience in influencing corporate compliance strategies and policies as well as developing requisite supporting processes

Experience in developing and conducting training to medium/large groups

Strong program management, research, communication and interpersonal skills

Self-starter who works well with minimal oversight whilst being a cross-functional team player in a global environment
