Xilinx is looking for a driven Global Trade Compliance Manager. This person is expected to be a self-starter who takes a proactive and positive approach to trade compliance initiatives and project management.  The ideal candidate shall continuously strive to exceed expectations in the pursuit of results that maximize value for customers, shareholders, employees, and partners while maintaining compliance. 

Key responsibilities include:

Develop and global trade policies and procedures related to both customs (import) and export related practices

Work with the business to develop strategies that enable trade in both existing and emerging markets in light of regulatory or policy related changes

Conduct global risk assessments and engage with cross-functional stakeholders identify gaps and create controls to mitigate unnecessary risk

Produce and deliver targeted training to GTC staff, product groups, and pertinent business groups

Support incident management program in conjunction with corporate strategic information protection efforts

Engage with US and regional government officials on bidirectional efforts related to policy matters, industry outreach, and issue resolution

Conduct contract reviews for compliance related terms and conditions

Oversee deemed export compliance program

Work with engineering teams evaluate impact of new technology on local and regional export laws and regulations

Manage government partnership programs [Customs-Trade Partnership Against Terrorism [(C-TPAT) and Importer Self-Assessment (ISA)]

Manage a global team of trade compliance professionals


Bachelor's degree in related field or equivalent experience 

Minimum 10 years of experience in trade compliance, preferably in the electronics industry

Understanding of US Customs Regulations and the Harmonized Tariff Code as well as knowledge and experience with the regional regulations of the EU, Singapore, Hong Kong, China, India and Taiwan

Thorough working knowledge of Export Administration Regulations and International Traffic in Arms Regulations

Experience in EAR Categories 3, 4, 5 Part 1, 5 Part 2, and 9 [at minimum]

Ability to establish credibility and rapport with cross functional teams, technical and non-technical team members alike.

Experience in influencing corporate compliance strategies and policies as well as developing requisite supporting processes

Experience in developing and conducting training to medium/large groups

Strong program management, research, communication and interpersonal skills

Self-starter who works well with minimal oversight whilst being a cross-functional team player in a global environment

Drive systems solutions to automate compliance practices when efficiency gain is achievable
