This position specializes in Facilities, Environmental, Health and Safety (EHS), Loss Prevention (LP) programs, and security for the Chattanooga, TN and Waukegan, IL manufacturing sites.  Responsible for the overall strategic and tactical regulatory and company environmental and safety programs and initiatives. This position implements EHS/LP management systems and programs, so that activities are effectively managed, continuously improved and aligned with regulations and Textron operations.  This position provides EHS/LP oversight and specialized technical assistance where required.  Responsible for adherence to Corporate and Divisional policies and practices.

It is a requirement that this position deal effectively and professionally with all levels of the Utility organization.  The individual must be an excellent communicator and able to effectively identify and resolve problems.  Must have the interpersonal skills and organizational agility necessary to coordinate multi-year projects that have significant impact on the organization and require cooperation by several departments for completion. Manage 2-3 Maintenance Mechanics in the bargaining unit.

This is a very visible, significant role within the Company and the Environmental, Health & Safety function.

RESPONSIBILITIES:

Partner with plant management and employees to help achieve its mission and goals while protecting people and the environment and ensuring site compliance.

Provides direction to plant management in the development and implementation of proactive safety, occupational health, environmental and systems integrity management practices to facilitate the kind and type of organization needed to effect improvements, reduce costs and enhance efficiency.

Applies for and maintains all pertinent operating permits and authorizations, to include but not be limited to Fire Department, Air Quality, Transportation, Environmental, Storm Water, Waste, and Waste Water. Provides renewal applications in a timely manner to ensure there is no lapse in approval, authorization, or permit.

Designs, oversees, and physically participates in waste and emissions minimization programs to comply with corporate policy and environmental regulations. Assesses economics of waste minimization alternatives and recommends preferred action to plant management.

Oversees company and third-party projects and reviews plans and new equipment to determine if safety, occupational health, environmental, and systems integrity control considerations are adequate and if they conform to specifications, standards, and corporate policy.

Provides leadership in emergency response efforts, emergency response training drills, and the development of emergency response plans.

Monitors and analyzes key EHS performance metrics to measure progress and trends. Collects and reports quarterly environmental metrics to Corporate team.

Provide classroom and hands on training for forklifts, powered industrial truck drivers and ton crane operators.

Maintain DOT drivers file including annual driving forms, medical card, and license update.

Develop Job Safety Analysis, Lockout Tagout Procedures, and Machine Risk Assessments for current and new jobs.

Conducts EHS/LP audits and inspections to provide assurance that management systems are in place and the facility is in compliance with all laws, regulations and company policies.

Creates and maintains EHS Management System documentation.

Prepares required reporting for OSHA, EPA, BLS, and other governmental agencies.

Stays current on safety and environmental technical and regulatory issues.

Participates in workers compensation cases, sits on quarterly meeting with TPA, and advises management on cases.

Assures that required EHS/LP records and documents are maintained.','!*!KNOWLEDGE:

Bachelor of Science in Safety Sciences, Environmental Science or related field with six (6) or more years of progressively responsible experience in an environmental, health and safety or operations management role, or

Associates’ degree in Safety Sciences, Environmental Science or related field with eight (8) or more years of progressively responsible experience in an environmental, health and safety or operations management role, or

5 years of industrial safety and regulatory experience in a manufacturing or distribution setting of which two years must be in the oil or chemical industry

Professional certification as a Certified Safety Professional is highly desired but not required.

Emergency response experience preferred.

Production and/or maintenance supervisory experience preferred.

Knowledge in the technical fundamentals of safety management and risk assessments and reduction, including machinery & process safety, industrial hygiene, loss prevention, ergonomics and occupational health.

Knowledgeable in local safety, health and environmental laws and regulations

Knowledgeable in the fundamentals of fire protection and loss prevention engineering

Knowledge of lean manufacturing/continuous improvement processes

EXPERIENCE & SKILLS:

Risk Assessment and Analysis – Knowledge of and ability to effectively utilize methods and tools to conduct risk assessments and process hazard analysis

Regulatory Applicability Assessment - Must be skilled in determining applicability of state, federal, regional and/or local government environmental regulations and when applicable.

Incident Management – Ability to conduct root cause analysis, identify corrective actions, and utilize incident management systems to improve site and employee safety

Project Management – Demonstrated skill in project management tools and methods to successfully manage and implement several projects and initiatives simultaneously

Training Development & Delivery – Knowledge of adult learning methods and able to identify, develop and facilitate EHS related training materials & topics

Communication Skills – Able to clearly and effectively communicate verbal and written appropriate to the audience. Able to deliver information in a formalized and group setting. Able to translate complicated and/or technical information in a simplified format that can be easily understood

Computer Skills - Working knowledge of current software systems, i.e. SAP, e-mail, Microsoft Office (Word, Excel, PowerPoint). Skilled in utilizing database software programs and electronic project management tools

Self-motivated, requiring limited oversight.

 TRAVEL REQUIREMENTS:

Travel - 10% travel is required for this position.
