Information, Intelligence and Services (IIS) Cybersecurity and Special Missions (CSM) mission area is focused on providing: end-to-end information assurance and information operations solutions ranging the spectrum of offensive and defensive cyber security technologies for computer network operations; and advanced technologies, integrated systems, and analytic tradecraft developed and employed for a broad spectrum of special missions as well as support capabilities for globally deployed operations.

Key customers include core Intelligence Community, Department of Defense (components, COCOMs), Federal Civilian agencies with special emphasis on the Department of Homeland Security (DHS) and commercial.

The DoD Cyber Warfare Campaign Business Development Manager (BDM) focuses on identifying opportunities across the Department of Defense (DoD) to develop cyber warfare capabilities for US Cyber Command and the Cyber Mission Force (CMF).

The DoD Cyber Warfare Campaign BDM will help develop the strategies to enable Raytheon customers to provide Offensive Cyber Operations (OCO) and Defensive Cyber Operations (DCO) capabilities to US Cyber Command and the services operational cyber components.

The DoD Cyber Warfare Campaign BDM will be responsible for identifying, developing, and winning new business within the DoD and potentially international defense markets utilizing both traditional DFAR and emerging acquisition processes via Other Transactional Authorities (OTA) or Rapid Capability Offices (RCO).

The DoD Cyber Warfare Campaign BDM will build and shape a new business pipeline in excess of $600M resulting in annual bookings of $100M. The DoD Cyber Warfare Campaign BDM is responsible for market analysis, strategy development, managing the execution of the strategy and monitoring progress toward organizational objectives. The DoD Cyber Warfare Campaign BDM oversees teaming decisions, pricing and win strategies. The position requires a close working relationship with counterparts in other IIS mission areas, as well as, other parts of RTN in a One Company environment.

Specific opportunities to be developed include two US Army programs, Persistent Cyber Training Environment (PCTE) and the National Cyber Range Complex (NCRC) and three US Air Force programs, Unified Platform, Cyber C2 and Cyber Battle Management and Situational.

Each of these programs have the potential to be classified as DoD Acquisition Category I (ACAT I) programs.

The DoD Cyber Warfare Campaign BDM will focus on shaping the Raytheon strategy and response to increase the company-s competitive advantage for these key DoD cyber warfighting programs.

The DoD Cyber Warfare Campaign BDM should also develop strategies for the pursuit of prototype and feeder programs that can act as competitive discriminators for DoD cyber warfare programs.

The DoD Cyber Warfare Campaign BDM supports the DoD Cyber Campaign Executive on a full time basis and will report to the

CSM BD Vice President

to achieve growth and profit objectives.

Other responsibilities include,


Coordinate RFI and proposals in response to OTAs and unsolicited proposals;


develop external partnerships and assist in the evaluation of acquisition candidates;


coordinate cyber experimentation (e.g. Cyber Quest, Trident Warrior) proposals;


coordinate the development of cyber capability demonstrations and collaborate with campaign engineers and personnel in other Raytheon businesses to ensure a one Raytheon approach;


collaborate with the campaign chief engineer to develop IRAD plans;


maintain high level campaign BD activities and mentor/supervisor other campaign BD personnel.


coordinate with Capture Engagement leadership to ensure a sufficient cadre of qualified capture and proposal managers and collaborate with individual capture managers as assigned to specific pursuits


maintain accuracy in both our internal opportunity tracking system as well as adherence to our BD and Capture policies and directives


Assess probable competition and evaluates relative strengths and threats -- conducts Black-hats, competitive scenarios, etc.


win/loss analysis and related process improvements; and


efficient management of new business investment dollar (M&S, B&P) resources.

Top Secret SCI Clearance required and SAP/SAR experience is Preferred.

Required Skills and Experiences:

12 years of experience in strategic planning and business development

5 years of experience working as part of a business development team

Proven record of successfully growing a business with expanded customers and markets

Experience working with the DoD acquisition processes as a program manager. the service cyber mission forces, experimentation entities (e.g. Army Cyber Battle Lab) and acquisition authorities experience

Demonstrated experience winning multi-million dollar contracts

The ability to determine, through experience and professional insight, good business opportunities

Experience building and managing customer relationships to seek out and identify new business opportunities

Demonstrated knowledge of associate contractors and the competitive landscape

Proven win record and substantial growth record

Knowledge of Front End of the Business processes and Capture and Pursuit processes

Excellent oral and written communication skills

Bachelor-s Degree from an accredited college or University

Desired Skills and Experiences:

Senior level government or agency related corporate business experience

Clear thinker with strategic capacity to sift through complex information and focus the organization on the critical top priorities

Lead collaboration across Raytheon to fully leverage capability of business and support functions

Allocate resources to ensure the availability of necessary people, technology and capital

Integrate regulatory, customer, political and market information into effective business strategies and plans

Understands how cyber resiliency in real-time operational systems impacts mission effectiveness
