Summary: October 2008SUBJECT: District Human Resources ManagerLOCATION: CorporateFLSA STATUS: ExemptJob Summary: Reporting to the Regional Human Resources Manager of the designated region, responsible for providing an effective source of communication/relationships between Regional VP’s, General Managers, as well as auctions with corporate, to establish and ensure effective working relationships which will result in maximum work efficiency and profitability. Perform all duties assigned by the Regional Human Resources Manager. Must know, practice, and ensure that company policies and procedures and state and federal laws are followed at all times. Ensure that no company, employee, or customer information is inappropriately divulged to unauthorized parties.Job Description:Responsibilities and Duties: 1. Ensure proper follow-through on all directives, bulletins and schedules from the Corporate Office and Regional Human Resources Manager.  Maintain a good flow of communication with all departments and within the Corporation.2. Responsible for the efficient and effective performance of the Human Resource and related functions at all of the company operations in their assigned district.3. Oversee and implement Corporate Safety programs (i.e. substance abuse testing, safe driving training programs, safety manual, OSHA regulations).4. Assist and monitor management in hiring for exempt and non-exempt personnel, new employee orientation and training, and the performance appraisal program.  Oversee advertising, job postings, screening techniques, offer letters, employment tax credits processing, and submission of new hire paperwork.5. Assist local Human Resources Generalist and management in planning and implementing staffing, scheduling and monitoring overall changes in headcount.  Be familiar with the PRIDE staffing model for the locations and assist management in compliance.  Review the weekly GM dashboard and assist in reviewing labor cost statistics and labor cost planning.6. Supervise benefits administration, including claims resolution, change reporting, and communication of benefit information to employees.7. Oversee field payroll (ADP/Kronos) processes and maintain deadlines as designed by the Payroll Manager.8. Supervise and manage the Human Resources Generalist in designated district, recruit, hire, train, audit, support, back up, and maintain professional functional performance discipline and compensation of the Human Resource Generalist position. 9. Develop and report on monthly or quarterly District Human Resource performance metrics as directed by the Regional Human Resource Manager and SVP of HR Operations.10. Maintain positive employee relations and morale whenever possible.  Practice sound leadership and human relations principles to promote teamwork at all times.  Set a good personal example of attitude and performance.  Resolve employee relations problems, complaints, suggestions, etc.  Follow-through and communicate employee relations problems to the Regional Human Resources Manager.  Evaluate and take positive, consistent, disciplinary action on infractions of company policies and procedures as defined in the employee disciplinary policy.  Conduct written warnings, suspensions and terminations of employees with the assistance of Human Resources as necessary.11. Monitor all area related conditions, property and equipment within corporate standards for cleanliness, proper maintenance and safety.   Advise Facilities of all breakdowns and maintenance immediately.  12. Make sure all area conditions do not threaten employee safety.  Respond to and follow proper procedures on employee accidents, injuries, and loss or damage to any property.  Report all incidents immediately.  Practice and instruct all employees in proper loss prevention and reaction procedures.  Report all incidents properly and immediately. Educational Requirements and Qualifications:  A Bachelor’s degree is required, graduate level educational credentials are a plus.  SPHR, PHR, CPP or related certification or progress toward such certification is strongly preferred.  Auction, payroll, benefits or training background and experience preferred.  At least five (5) years Human Resource experience in a multi-site, multi-state organization is preferred.  At least three (3) years of experience directly supervising a minimum of two (2) subordinate employees is preferred.  Knowledge of principles and practices of HR administration, policies, procedures, and employment law.  Experience with MS Office, payroll, timekeeping systems, and recruiting systems is also required.  Valid Driver’s License and Travel required.       Physical Requirements:The physical activity requirements of the position are Light Physical Work. Visual acuity requirements include color, depth perception and field of vision comparable to definitions for Clerical, Administrative, Machine Operators (including inspection) positions. Frequent – standing, watching, writing, listening, walking, talking  Potential – running, jumping, yelling or other rapid or forceful movement in emergency  situations.  Physical Working Condition:The position is subject to both inside and outside environmental working conditions, including temperature changes, outside weather conditions, slightly elevated ambient noise levels.Note:  Refer to the Handbook and Policy
