The Director Off-Net Solutions Cost Management is a key member of Crown Castle Fiber’s Off-Net Operations team. The Director is required to be “hands on, and will lead his/her team to maintain timely review and approval of vendor payments. The Director is also required to drive continual improvement and cost savings by combinations of circuit grooming, contract renegotiation and process improvement.

Job requirements


Direct and supervise team to review/check bills & maintain streamlined flow of payments via automated AP tool Razorsight

Actively search for re-pricing, disconnect, & optimization/grooming opportunities within Crown Castle Fiber’s leased telecom network and infrastructure inventory

Maintain Type II data in the leased circuit CRM database for circuits, fiber, space, and power

Negotiate vendor contract terms and renewal rates.

Possesses knowledge/familiarity of telecommunications circuits and infrastructure

Direct team to maintain & create records for existing and new orders in regards to leased services, including circuits, dark fiber, colocation, space, racks, & power with 3rd party carriers & service providers – This may include legal agreements (such as fiber swaps) and billing reconciliations

Direct efforts to ensure reconciliation and auditing of bills vs. quotations, Orders, Applications, Augments, realization of negotiated cost savings, or disconnects relating to Type II Fiber, Circuits, Power, Equipment and/or Space

Act as management point of contact for the Finance, Sales, Service Delivery, and Executive organizations. Be a point of contact for Type II providers’ financial account teams. Maintain effective relationships with all providers

Ensure VSO & TypeII records are current & accurate; communicate effectively with ONS/Finance teams as needed.

Search for, and drive to correct discrepancies in data or service status, such as ensuring leased circuits & facilities are supporting currently needed Crown Castle Fiber Service requirements (internal or customer supporting)

Resolve and/or escalate MSA/contractual issues in a timely fashion

Drive to resolution outstanding disputes or credits (such as for Type II outages)

Maintain vendor data, rate sheets, ETL, MSA & service term documentation for all Type II providers in the network.

Aid Crown Castle Fiber Finance & Legal teams as required to support timely payment of services (such as through Razorsight) and that proper MSA & Agreements are in place



Manage ONS records for the delivery of customer and internal Lit, Dark, XCs, and other facilities (i.e. colo) installs

Review closeout Service Orders and Work Orders received via CRM & Netcracker to ensure orders are properly recorded

Receive requests for orders outside of the CRM process via e-mail and follow thru to have records & CRM updated

Work with IT as needed to maintain data integrity and any data import/export needs from VSO/T2 database in CRM

Create Records: VSO / Type II / Provisioning Detail Links / Netcracker record Link to proper PD SO/WO records

MSAs & Renewals

Obtain renewal rates & negotiate lower rates w/ONS Operations

Work w/Legal as need to obtain or consolidate Vendor MSAs.

Build summary reports as needed

Update records to reflect Service Orders. -

ex: Link CRM records as needed to new Service Order

Calculate / Negotiate down ETLs and AR Collections


Review & Investigate inactive orders for disconnect cost saving opportunities

Process pre-order inquiries determine applicable ETLs, disconnect notice interval, etc.

Verify disconnect orders are executed and reflected in AP/billing

Verify & communicate with Vendor and Crown Castle Fiber Accounts Payable about circuit disconnects as needed

Vendor Relations:

Maintain records on vendors and build summary reports as needed

Participate in Vendor Meetings as required



Basic understanding of current Telecom technologies (Ethernet, TDM, Dark Fiber, Colocation, rack space and power)

Basic understanding of OSP/ISP construction

Knowledge of telecom circuit inventory and facility management software applications

Experience managing multiple vendors and resources in order to deliver time-sensitive projects

Very good knowledge of Microsoft Excel, pivot tables, report generation


5 years of Telecommunications Operations Management, plus Bachelor’s Degree in a Related Field, or

10 years of Telecommunications Operations Management

Experienced with Crossconnects, Lit and Dark Circuits, colocation spaces, meet-me-rooms, carrier hotels and cross-connect types, e.g. TELX, Equinix, Verizon etc. Understanding of Telecommunications Networks

Understanding of Type II circuit provider ordering installation, test, and turn-up procedures

Very good organizational skills
