AECOM is seeking a Deputy Operations Manager for the Bluegrass Chemical Agent Destruction Pilot Plant project located in Richmond, KY.

Typical Responsibilities Include:

Perform all work safely and with the utmost concern for the safety of self and other employees.

Be at work when scheduled and maintain a good attendance record.

Assign, supervise and direct work activities of assigned personnel.

*

Responsible for performance evaluations of assigned personnel.

*

Responsible for training and development of assigned personnel.

*

Counsel assigned personnel on company policies, procedures, performance and personnel issues.

*

Initiate and justify personnel actions and recommend salary adjustments.

*

Serve as the on-scene director of daily operations (not associated with Plant Shift Manager (PSM) duties and activities).

*

Communicate with the Operations Manager on a continuous basis ensuring consistent direction with Operations Managers guidance to the PSM and feedback and status flow constantly to the Operations Manager.

*

May serve in absence of Operations Manager if necessary.

*

Reinforce conduct of operations and compliance culture in the Operations Department.

*

Ensure plant equipment is started, operated, and shutdown according to approved standard operating procedures. These equipment activities apply to initial startup, normal operations, demonstration testing, post maintenance testing, modifications, and campaign changeover activities. Includes reviewing results of operational checkouts including functional checks and safety verification procedures before authorizing munitions processing operations.

Assist in estimating annual budget (including salaries) for which the position has responsibility.

*

Assist Operations Manager with providing direction to PSM and Area Supervisors in the form of goals and objectives, policy and procedures, priorities and constraints that must be met during operations (i.e. schedule, budget, personnel and equipment restraints).

*

Assist Operations Manager with performance assessment of each shift relative to direction provided.

*

Participate in solving problems identified by PSM.

*

Request assistance from departmental managers as required.

*

May be required to serve as emergency coordinator during contingencies in absence of the PSM or Operations Manager when required.

*

Assist Operations Manager with implementation of regulations and directives as well as technical data packages to meet production requirements.

*

Assist Operations Manager with development of short and long range plans to accomplish established goals.

*

Assist Operations Manager to define resources needed to achieve production objectives and provide data for budget development.

*

Assist Operations Manager in assuring proper operation of system equipment at startup of different campaigns as well as after major modifications or other downtime.

*

Assist Operations Manager with review of results of operational checkouts, including functional checks and safety verification procedures, before authorizing munitions processing operations.

*

Assist Operations Manager with selection of assigned personnel, initiation and approval of personnel actionws, and review and determination of training requirements for personnel.

*

Assist Operations Manager in the administration of departmental certification program.

*

Spend as much time in the plant as necessary to accomplish job efficiently in support of plant operations.

*

Assist Operations Manager in integrating surety procedures and policies in the areas of safety, security, personnel reliability and other supportive functions, into an effective management system, which facilitates safe and secure operations.

Relocation Assistance Provided.

BGCAPP is subject to Army Regulations (AR50-6 Chemical Surety Program and AR190-59 Unescorted Access Program) which govern persons performing work under the Chemical Personnel Reliability Program (CPRP) and Unescorted Access Program (UAP). Eligibility to be placed in a CPRP or UAP position requires US citizenship. Employees must favorably complete a series of screenings to include but not limited to: a National Agency Check with Local Agency Check and Credit Check (NACLC) security investigation, drug/alcohol testing and medical examination.

All employees are subject to and agree to random drug and alcohol testing as a condition of continued employment for the duration of their assignment. Respiratory screening and the ability to wear PPE (Personal Protective Equipment) may be required for this position. The ability to obtain/maintain access to the Blue Grass Army Depot is required.

Minimum Requirements

Basic Qualifications:

*

Bachelor degree in engineering, architecture, science or equivalent and 10 years related experience including 5 years supervision in a chemical plant, nuclear or fossil power generating station, naval or maritime engineering watch supervisor, or other heavy industry

Or

Associate degree in engineering, architecture, science or equivalent and 14 years related experience including 5 years supervision in a chemical plant, nuclear or fossil power generating station, naval or maritime engineering watch supervisor, or other heavy industry

Or

High school diploma or equivalent and 16 years related experience including 5 years supervision in a chemical plant, nuclear or fossil power generating station, naval or maritime engineering watch supervisor, or other heavy industry

Minimum Qualifications:

*

Must be a United States or naturalized citizen able to obtain and maintain Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP) site access

*

Must be computer literate in common software applications and able to operate general office equipment

*

Must maintain fitness-for-duty standards to perform the essential functions of the position, to include any depot or BGCAPP drill, contingency and/or emergency requirement

*

Possess strong organizational skills with ability to coordinate and prioritize projects, adapting to change as they occur

*

Must be detail oriented and possess ability to manage complex and varied projects

*

Incumbent must be able to demonstrate a detailed understanding of chemicals or chemical munitions, environmental and safety regulations, plant processes, project controls, managing of major contracts, ability to work with people of varied backgrounds and myriad objectives, reach consensus on complex issues in a timely manner, and manage other in performing complex, interrelated tasks in an efficient, effective, and timely manner

Must have good communication skills to provide technical assistance, presentations, and training to field personnel
