DIRECTOR GOVERNMENT ACCOUNTING','1701471','!*!Position Purpose:
This position reports to the Vice President of Finance for Airframe Systems and forms the Center of Expertise for incorporating government contract accounting requirements in the company. The primary responsibility is to ensure financial reporting, disclosure, and other government contract accounting compliance for the Airframe Systems business processes. The position is also responsible for enterprise wide leadership for the Center of Expertise and government contract accounting support within Woodward.
Identify Airframe and Woodward enterprise-wide strategies around government contract accounting requirements, primarily those of financial compliance in nature.
Identify, prioritize, and coordinate government contracting requirements within Airframe and across Woodward corporate and business groups.
Provide enterprise wide government contract accounting expertise and stay abreast of requirements, policy changes, and best practices to ensure compliance.
Ensure the business process of capturing, recording and summarizing financial/cost transactions comply with Federal Acquisition Regulations (FAR), and supplemental regulations as necessary, and Cost Accounting Standards (CAS).
Prepare and maintain the Company's Disclosure Statement(s), and supporting audits of the Disclosure Statement(s).
Oversee the preparation, submission, and negotiation Forward Pricing Rate Agreements, and the annual incurred cost submission to ensure compliance with all applicable regulations (FAR, CAS, etc.). Monitor direct rates, indirect rates, and factors for changes that would require supplemental disclosure and negotiation of new rates with appropriate government agencies.
Support program proposals, pricing, negotiations strategy, and Truth In Negotiations Act (TINA) certifications.
Provide leadership and act as the primary finance contact point with government organizations, such as the Defense Contract Audit Agency (DCAA), for all proposals, forward rates, disclosure statements, and other inquiries.
Perform routine internal audits and reviews to ensure compliance with government regulations and company policy. These audits may include, but are not limited to, the labor system, purchasing system, proper recording of unallowable costs, compliance with cost estimating/pricing policies and procedures, material management and accounting systems, billing systems, and company policies, procedures, and system of internal controls.
Oversee the Company’s compliance with applicable government contract accounting requirements, including corporate and home office considerations.
Ensure compliance for Intersegment sale/transfer of product to be included under government contracts.
Joint chair (with legal and systems) of Government Contracting Council-supporting all financial related activities and issues.
Coordinate internal and government audit support where necessary.Provide leadership, supervision, training, development, and guidance as required to direct a team of senior government accountants / financial analysts to ensure the functions described within this job description are achieved.
Provide support to business process owners to help ensure they understand the implication of government regulations in their business area.
Provide conceptual application of regulation to commercial business operations.','!*!Knowledge/Skills/Abilities:
Strong technical knowledge of government contract accounting regulations (e.g. FAR, DFAR, CAS, TINA).
Understanding of the business environment.

Proficiency in large fully integrated accounting systems (e.g. Oracle, SAP).
Able to collaborate with other functional groups as a member of the Government Contracting Council.
Education or Formal Training:
B.S./B.A. degree in Accounting, Finance or Economics required.
CPA,CMA and/or MBA desired.
Minimum of 10 years experience in government contract cost accounting.
Minimum of 5 years in a senior leadership role.
Experience leading simple to complex financial projects.
Experience in the aerospace and defense industry.
