The successful candidate will provide in-depth strategic/operational training and exercise planning expertise to ensure the development of Full Spectrum Cyberspace Operations mission readiness. Exercise, Training and Readiness Planners will apply operational art and operational design and use the Joint Operation Planning Process (JOPP) and Marine Corps Planning Process (MCPP) to plan and execute continuous learning opportunities across the command. The incumbent will be familiar with the Defense Readiness and Reporting System (DRRS). The candidate will make recommendations and provide guidance on organization-wide training, education and exercises to attain and sustain unit readiness as reported in DRRS. Draft or edit Operational Plans (OPLANs), Operational Orders (OPORDs), and Fragmentary Orders (FRAGOs), participate in Joint Planning Groups and Teams (OPG/OPT), develop and execute the JELC during exercises. Support MARFORCYBER action officers with planning and research and analysis on national and DoD cyberspace policy, analysis of cyberspace events and operations as it relates to readiness

Daily activities include:

Provides input to briefings, transitioning concepts to execution and assisting in the coordination of planning efforts in support of training and exercises.

Provides input to build challenging and relevant exercise scenarios that meet strategic and operational exercise objectives for stakeholders.

Provides cyber exercise support by participating in all phases and steps of the Joint Event Life Cycle (JELC), to include scheduling, coordinating, or conducting planning meetings for exercise facilitation.

Contributes to the development of exercise operational plans, orders, and other required documentation.

Provides input to the Master Scenario Event List (MSEL) by designing realistic injects, desired outcomes, and prospective evaluation methodologies.

Participates in a Joint Exercise Control Group (JECG), providing technical expertise and assisting with oversight of MSEL flow, responding to requests for information from the training audience and generating dynamic injects as necessary to ensure the training audience meets training objectives.

Coordinates the development, review, and dissemination of After Action Reports (AAR) from training events to ensure capture of relevant lessons learned.

Manages the Defense Readiness Reporting System (DRRS) program in support of service-level readiness reporting requirements.

Collects, measures, and assesses the capability and effectiveness of assigned units to accomplish tasks and missions on a monthly basis.

Conducts periodic reviews of the METL as required by the command, in order to provide recommendations for the revalidation of the METL.



Minimum of 10 years of experience with military cyberspace operations and the military planning process with a Bachelors or higher degree in Engineering or IT related field; or seven (7) years with a Masters Degree

A minimum of 3 years in military cyberspace operations

Five years of experience with JOPP at a UNIFIED Command as a member of a planning staff preferred.

Recent operational experience with Joint Operational Planning and Execution System (JOPES) and Operational Design.

Current IAM Level III certification (CISM, CISSP, or GSLC)


Joint Service Officer (JSO) qualification and/or significant experience with Contingency Planning and FIRES integration

Experience in support of Service, COCOM or JS cyber exercise as a planner.

Ability to develop briefing materials, administrative, and logistics support.

Excellent writing skills and ability to communicate effectively, including public speaking, and briefing senior officers.

Proficiency in the use of Microsoft Office Suite.
