Job Description: Raytheon Intelligence, Information and Services, is seeking a Program Manager experienced with the management of complex cyber projects for customers in the Middle East.The PM provides management supervision and leadership and is the primary interface to the client.The PM is responsible for managing the day-to-day activities to include cost, technical and schedule of a program while ensuring all the work products being developed by their cross-functional team including Raytheon and subcontractors meet the requirement of the program. The PM is responsible to manage a team of Subject Matter Experts and functional managers to drive program services and products to successful completion. The PM will provide regular status reports to sub-mission area management on the accomplishment of program goals as they relate to cost, schedule and performance and actively manage risk through effective mitigation. Other responsibilities include: Develop strategic plans for the business and program captures Understand EXIM regulations and responsibilities Create and execute project scope, goals, milestones and deliverables with management responsibility for the entire program Identify resources needed and assign individual responsibilities Manage a geographically dispersed team at multiple sites within the US and foreign subcontractors in day-to-day execution of the project work plan, and revise as appropriate to meet changing needs and requirements Review deliverables prepared by team before releasing to client Facilitate team and client meetings effectively and conduct regular status meetings with the project team Resolve and/or escalate issues in a timely fashion Perform quality assurance throughout all phases of the project Expert with the knowledge and use of project management techniques and tools Skilled in planning and organizing projects Ability to gather and present data in appropriate formats (text, flowcharts, graphs, spreadsheet) Develop and delivers progress reports, proposals, requirements documentation, and presentations Demonstrate success developing and presenting complex ideas to executive audiences and effectively articulating customer positions, status and strategies to senior management in a clear, concise and decisive manner Ability to focus, evaluate, motivate and reward the teams, enabling them to achieve desired results Identify opportunities for program growth and actively propose and pursue appropriate enhancements and changes Required Knowledge, Skills and Experience: Minimum 10 years of experience leading medium sized programs, building strong cross-functional organizational effectiveness, and managing geographically dispersed organizations Demonstrated ability to exercise cultural sensitivity Excellent written and oral communication skills Excellent presentation and data analysis skills Willingness to travel to Middle East on an occasional basis Desired Skills: Experience managing complex firm fixed price international contracts Program Management Professional (PMP) certification Must be certified at a Raytheon PM level 4 or able to obtain within one year of start date Prior experience working in the Middle East region or other international experience considered Background in development of cyber related training and cyber ranges Required Education: Bachelors in engineering, science, management., or information system. Equivalent experience in IT technologies, IT security, cyber, and experience running programs including IT and engineering systems will be considered 107217
