Jacobs has partnered with NASA to support space flight programs for more than 40 years. While the majority of work is directly in support of LaRC, other industry partners and Government agencies may be supported at remote sites as directed by the Contracting Officer (CO). The Center Maintenance, Operations, and Engineering (CMOE) contract comprises of three major categories of work – operations, maintenance, and engineering (OME), as described below.

Maintenance – Research and institutional facility maintenance includes, but not limited to, preventive maintenance, trouble calls, repairs, Reliability Centered Maintenance (RCM), Facility Condition Assessment (FCA), and maintenance/operation of central utilities (e.g., electrical power distribution, potable water, storm water drainage)

Operations – Facilities Operations support includes, but not limited to, wind tunnels, laboratories, and test stands testing, instrumentation calibration/repair; plant and utilities (e.g., high pressure air, Liquid Nitrogen (LN2) and Steam Plant); technology development and administration, including, but not limited to, Facility Automation Systems (FAS) and Data Acquisition Systems (DAS)

Engineering – Facility engineering includes, but not limited to, engineering studies, design, construction, construction management, configuration management, tactical engineering, pressure system recertification, project management/planning support.


U.S. citizenship required. Requires two (2) years of collegecourses in business administration, industrial management, or appropriatediscipline with six (6) years of progressive and relevant experience.Knowledge of governmentprocurement preferred but not required. Additional relevant education may be substituted forprogressive experience. Proficiency with Microsoft software (Word, Excel,Access, PowerPoint). Requires good oral and written communication skills andanalytical capability. Valid drivers' license required.

Purchases some off the shelf products, some commonly usedproducts, non-part numbered/high tech custom developed products, and servicesappropriate to purchase orders and subcontracts under $100,000. Establishescompetition whenever possible and maintain extensive vendor source database,supports procurement by keeping abreast of new products and services.Coordinates between vendor sources and the requesting department/source.Analyzes vendor supplied proposals and pricing, discounts, delivery dates anddetermines appropriate procurement source. Prepares, obtains and maintainsrequired documentation include but not limited to vendor information and statusforms, purchase orders, subcontracts, specifications, Terms and Conditions,Certifications, deliverables and supporting documentation utilizing standardforms and negotiated terms and conditions. Monitors the subsequent delivery forconformance to the PO/Subcontract. Administers Wage Scale information, invoicessubcontractor certified payrolls and subcontractor and PO files fromcradle to grave.

Physical Requirements:

Must be able to walk, stand, bend, twist and sit for extendedperiods as well as climb, crawl, and lift up to 35 lbs. May be exposed to areasof high noise levels (15%)

Work Environment:

Office environment (90%). Travel between various facilitiesis required and may bring exposure to loud noise and potentially hazardousequipment operation (10%).

Equipment and Machines:

Standard office equipment (PC, telephone, fax, copier, etc.)(50%)

Safety and personal protective equipment (20%)


Regular attendance mandatory (100%)

Overtime/work outside normal schedule required (5%)

Other Essential Functions:

Must be able to work in a team atmosphere. Must put forward aprofessional behavior that enhances productivity and promotes teamwork andcooperation. Must be able to balance scope, schedule and budget to insureproject success. Grooming and dress must be appropriate for the position andmust not impose a safety/risk hazard to the employee or others. The workenvironment requires the ability to cooperate and work with individuals at alllevels of the company and the client. Must be able to obtain and maintain asecurity clearance as required.
